491 <br /> Joseph J . Longo 682 Oakview Way , Redwood City , and tenant was Mrs . Mary Daniels , <br /> 2424 Jefferson Avenue . On or about June 5 , 1973 , Building Department received <br /> written complaint from neighbors of 2424 Jefferson alleging deficiencies re - <br /> lating to housing , animals and property maintenance . Subsequently , Department <br /> attempted to gain cooperation of the owner and tenant in order to perform a <br /> housing inspection in response to the complaint . Both parties refused access <br /> to the premises , forcing Building Department to obtain inspection warrant <br /> from Municipal Court . Upon issuance of the warrant , Department advised owner <br /> and tenant on July 3 , 1973 , and performed inspection on July 5 . Reports of <br /> findings were compiled and delivered to Mr . Longo and Mrs . Daniels , advising <br /> Yeti <br /> of deficiencies observed , and required reaction of the owner to initiate an <br /> action to rehabilitate the premises , or vacate the building and proceed with <br /> demolition . Neither owner nor tenant responded in any significant manner to <br /> date , which resulted in posting of the building with Notice to Abate Nuisance <br /> on July 23 , 1973 . <br /> Costs for correction of all housing deficiencies and rehabilitation was <br /> estimated at $ 10 , 000 to $12 , 000 , and for demolition was estimated at $700 to <br /> $ 900 . Building Department recommendation was for vacancy and demolition , <br /> considering the rehabilitation will expose additional deficiencies not observ- <br /> able on inspection , resulting in higher costs that would be economically un- <br /> feasible . Department further suggested that if owner chose to rehabilitate <br /> the property to minimum standards at his option , he must submit substantial <br /> v ' <br /> data , drawings , details and clear explanation of a building rehabilitation <br /> program to be accomplished by competent craftsmen or contractors within 6o <br /> days . <br /> In response to questions by City Attorney , Chief Building Official indicated <br /> that the principal problem involved with the Laurel Street property was one <br /> of communication , which was extremely difficult , and that the Department was <br /> unsuccessful in relating to Mr . Longo significance of problems involved and <br /> the extent of corrections required to make the property safe for occupancy . <br /> There had been actually only one conference in his office with Mr . Longo , <br /> one or two conversations on the phone and several phone conversations with <br /> Mrs . Daniels , who purportedly represented Mr . Longo . From these contacts <br /> there had been no significant results other than time delay . <br /> Chief Building Official responded further to questions by City Attorney , with <br /> respect to his opinion of the conditions found , indicating that the kitchen <br /> and bathroom were in need of cleaning and repairs to plumbing , and things of <br /> that type . He felt that a significant problem existed with regard to the <br /> gas floor furnace , which appeared to be either inoperative , or a serious <br /> hazard to the occupants due to escaping gas fumes .
