Motion seconded by Councilman Norris and carried on roll call vote , <br /> Councilman Rhodes being noted absent . <br /> Councilman Norris moved to adopt RESOLUTION NO . 7006 APPROVING AND AUTHORIZING <br /> EXECUTION OF AGREEMENT FOR STATE ADMINISTRATION OF LOCAL SALES AND USE TAXES , <br /> seconded by Councilman Williams and carried on roll call vote , Councilman Rhodes <br /> being noted absent . <br /> Councilman Williams moved to introduce Ordinance amending Article I ( commencing <br /> with Section 32 . 1) of Chapter 32 of the Code of the City of Redwood City re - <br /> lating to Uniform Local Sales and Use Tax , seconded by Councilman Norris and <br /> carried on roll call vote , Councilman Rhodes being noted absent . <br /> - Staff report stated this action by Council would conform to new amendments to <br /> the State legislation regarding Sales and Use Taxes , In response to questioning <br /> as to why this action should be taken , City Attorney advised , in spite of the <br /> complex nature of the report submitted to Council , he felt this to be more or <br /> less an updating and "housecleaning " type of action being requested by the State <br /> Board of Equalization . He also noted that San Mateo County Board of Supervisors <br /> would be notified of City ' s action . <br /> Presentation of the Waterfront Committee ' s Initial Monographs on Description of <br /> Waterfront Development ( Councilman Norris ) . <br /> ( For full text see City Clerk ' s File - Waterfront Committee - General Plan) <br /> Councilman Norris expressed full appreciation for those participants who had <br /> given their time , from both City Staff, Commissioners , property owners , and <br /> citizen participants for having arrived at this stage of presenting to Council <br /> first point of description of Waterfront Development . Planning Director <br /> assisted in slide presentation of the six different elements so far prepared <br /> consisting of the ( 1 ) Overview , defining the area encompassed ; ( 2 ) the Port of <br /> Redwood City ; ( 3 ) Marinas ; (4) San Francisco Bay National Wildlife Refuse area ; <br /> ( 5) Redwood Shores ; ( 6) Commercial and Industrial Development . <br /> At conclusion of presentation, Councilman Norris advised Committee would now <br /> encourage additional studies , suggestions , critique , and any other advice before <br /> Committee further defined this element proposed for General Plan preparation . <br /> He also submitted to Council the Goals for Waterfront Development , supplementing <br /> -- first report and advised all copies of both documents were available at the <br /> Planning Director ' s office for anyone interested in obtaining a copy . <br /> Councilman Henderson noted several Federal and State sources which she thought <br /> might be valuable to the Committee to review which she would define in more <br /> detail , particularly regarding land use and geological areas . <br /> Mayor Keckley commended Councilman Norris for his leadership and those partici - <br /> pating members of Waterfront Committee on the excellence of their reporting thus <br /> far and the details given which required great involvement and research by each . <br /> ABAG Fall General Assembly , Thursday , October 11 , 1973 . Vice Mayor Henderson, as <br /> City ' s Delegate , advised of report and recommendation previously submitted to <br /> Council recommending support of the Resolution proposed and would recommend <br /> authorization in support , but noted that neither she , nor Alternate Delegate , <br /> Councilman Norris , would be able to attend this meeting , and that Councilman <br /> Leipzig had indicated her willingness to attend as an Acting Delegate for this <br /> meeting . She requested , if Council approved , this authorization be given since <br /> ABAG would request such authorization of Council and City Clerk could so advise . <br /> Councilman Henderson moved that report and recommendation be accepted and that <br /> authorization be given to Councilman Leipzig to attend this ABAG - Fall General <br /> Assembly , Thursday , October 11 , 1973 , as Acting Delegate seconded by Councilman <br /> Weymouth and carried .
