Report of Planning Commission and <br /> Environmental Impact Report were submitted to Council . <br /> Mr , Robert Bills , attorney representing <br /> William and Jane Barnett , owners of the <br /> property in question , reviewed in detail <br /> the history of proposed development , For <br /> the square footage involved , it was noted <br /> 27 dwelling units were permitted under the <br /> Zoning Ordinance , and he felt that the real <br /> question was whether the Planned Development <br /> qualified under provisions in Article 46 of. <br /> the Zoning Ordinance for permitting 20% <br /> additional "bonus units " if the design meets <br /> certain conditions , He read the several <br /> criteria. under Section 46 . 1 , Purpose , in <br /> the Zoning Ordinance , relating each to the <br /> proposal , He indicated that his clients <br /> planned to develop the parcel in accordance <br /> with the "bonus " provision , in order to <br /> make the development economically feasible , <br /> and that since the units were proposed to <br /> be separately owned , he did not feel they <br /> could be sold under present rates to only <br /> 27 owners , He described plans for open <br /> space and provisions for parking . He re - <br /> ferred to the adverse environmental impact <br /> report , and suggested that if these have <br /> the effect of closing down building in <br /> Redwood City , perhaps the Ordinance should <br /> be done away with . <br /> 2 /12/73 <br />
