Charles Olivia , Challenge Developments , <br /> noted in the City Manager ' s report on commu- <br /> nity progress , the decline in building , and <br /> hoped this did not represent a trend . He <br /> stressed that the units were to be for sale , <br /> not rent , and that this tends to increase the <br /> buyer ' s pride in his property . He advised <br /> that maintenance of the common area would be <br /> covered in deed covenants and restrictions . <br /> Mr . Louis E . Davoli , 1549 Union Avenue , ex - <br /> pressed concern that an adjacent large parcel <br /> would be developed in a similar manner , and <br /> that there is insufficient parking for the <br /> people already living in that area . He re - <br /> ferred to a petition which had been distrib - <br /> -- uted to Council , containing ho names of persons <br /> who opposed the Planned Development . <br /> Mr . Tony Irwin , 1650 Union Avenue , expressed <br /> support of the development , adjacent to his <br /> property , which was flooded now , and a weed <br /> patch most of the year , and that he would <br /> like to see the property developed . <br /> Mrs . Neumann , 1616 Union Avenue , indicated <br /> she was one of the signers of the petition , <br /> that she was not opposed to building on the <br /> property , but objected to 32 units . <br /> Mr . Louis Querantes , 1516 Union Avenue , noted <br /> that aside from duplexes in the area , there <br /> was also a number of single - family residences , <br /> and also expressed concern regarding lack of <br /> parking space . <br /> Planning Director was invited by Vice -Mayor Henderson to comment , and he <br /> explained the points that must be satisifed to justify "bonus " development , <br /> and felt that there were no demonstrated features of unusual design that <br /> would occrue to the benefit of the public . He referred to deficiencies <br /> found by the Planning Commission , such as one wherein the front yards of <br /> ten units constituted the only family open space for those units . Off- <br /> street parking was proposed to be below grade , without landscaping buffer . <br /> In response to question by Councilman Rhodes , Planning Director advised <br /> of the permitted number of units for this parcel within varying zoning <br /> designations . Councilman Weymouth questioned the requirement for parking <br /> facilities , and Planning Director responded that two spaces per unit were <br /> required for all types of residential development , and for apartments , 10% <br /> would have to be designated for guest parking . The proposal in this case <br /> provided 11 guest spaces , two of which were to double as fire access to the <br /> interior of the property , so should be discounted . Councilman Norris <br /> commended the Planning Commission for greater awareness of quality of <br /> environment . Councilman Weymouth indicated that if the developers are <br /> not to be permitted to develop property under City ' s ordinance , then the <br /> ordinance should be changed . <br /> At the request of the City Attorney , Vice -Mayor Henderson ordered that the <br /> 2/12/73 <br />
