298 <br /> a vironmental Impact Report , together with the Planning Commission <br /> report on the Environmental Impact Report , as well as Planning Commission <br /> report on the Planned Development , with attachments , be made part of the <br /> record . <br /> There being no communications or further oral discussion , Councilman <br /> Weymouth moved to close the public hearing , seconded by Councilman <br /> Leipzig and carried , <br /> Councilman Norris moved to affirm the action of the Planning Commission <br /> and DENY the application for the Planned Development Permit , seconded <br /> by Councilman Rhodes . Vice -Mayor Henderson indicated intention to support <br /> the motion, noting that the bonus provision was not in the ordinance simply <br /> to be used , but only if there were unique features to justify a bonus , and <br /> that the Planning Commission finding was that there were no such features . <br /> Motion carried on roll call vote , Councilman Weymouth voting no , and <br /> Councilman Williams and Mayor Keckley being noted absent . <br /> (MINUTE ORDER #73 -23 ) <br /> Metropolitan Transportation Commission - Application for funding for trans - <br /> portation requirements of Redwood City Municipal Transit System , 1973 -1974 . <br /> Notification had been received from MTC that applications for allocation <br /> of funds for 1973 - 1974 available under the Transportation Development <br /> Act of 1971 ( SB 325 ) must be filed no later than March 1 , 1973 . City <br /> Manager report was forwarded to Council setting forth two basic limita- <br /> tions under the Act , that "at least 75% of funds received under this article <br /> shall be used for capital expenditures " , and " the expenditure of the funds <br /> received under this article by an operator may in no year exceed 50% of the <br /> amount required to meet operating , maintenance , and capital and debt service <br /> requirements of the system , " Last year , because of acquisition of seven <br /> new buses , City obtained $ 179 , 993 on a total budget of $359 , 986 . However, <br /> this year the City could expect to receive approximately $20 , 000 unless <br /> a temporary waiver of the Capital Expenditure requirement could be obtained <br /> because of "unique and unusual circumstances . " City Manager indicated that <br /> after further investigation , it was felt possible to file application for <br /> $ 55 , 000 , although it was not certain whether that would be approved , That <br /> figure would be broken down into Operating Cost and Depreciation . There <br /> was brief discussion relative to coordinating the Cityf s system with <br /> neighboring cities , which might be considered at a later time . <br /> 2 /12 /73 <br />
