263 <br /> Mr , Robert J . Costello , attorney representing <br /> the appellants , summarized various procedures <br /> involving the parcel , including an annexation <br /> agreement , prezoning to "R-1 " zoning, and annex- <br /> ation , and felt that the appellants had acted in <br /> good faith , He did not feel the development <br /> would have an adverse environmental impact , and <br /> also felt that the plan exceeded normal "R-1 " <br /> standards . He cited several subdivisions having <br /> cul de sacs where street frontage of lots was <br /> permitted to be under the required 50 feet . He <br /> noted that the developer had hired an engineer <br /> with respect to drainage problems , and that the <br /> drainage plans were approved by Public Works <br /> Department . <br /> There being no communications , nor further oral discussion , Councilman <br /> Henderson moved to close the public hearing , seconded by Councilman <br /> Norris and carried . <br /> Councilman Weymouth moved to reverse the action of the Planning Commission <br /> and to grant exceptions requested , by adoption of Resolution overruling <br /> Planning Commission rejection of Application for subdivision of land <br /> and exceptions to certain provisions of Chapter 30 of the Code of the <br /> City of Redwood City , being the Subdivision Regulations of Redwood City , <br /> and authorizing said exceptions and subdivision (William H . Royer , John <br /> E . McCarthy & Sons , and Jules M . Eichorn) seconded by Councilman Williams . <br /> Councilmen Norris , Henderson , and Leipzig spoke in opposition to the <br /> motion , and Councilman Williams and Mayor Keckley spoke in support . <br /> Motion FAILED on a tie vote , Councilmen Weymouth and Williams , and Mayor <br /> Keckley voting yes ; Councilmien Henderson , Leipzig, and Norris voting no , <br /> Councilman Rhodes being noted absent . <br /> PUBLIC HEARING , Weed Abatement Program, 1973 , declared open and affidavit <br /> of publication ordered filed . <br /> Staff report indicated that Council had adopted a Resolution on December <br /> 11 , 1972 , declaring weeds a nuisance and setting the public hearing for <br /> this date . Bids for the work were opened in the City Clerk ' s office on <br /> January 8 , 1973 . Assistant City Manager advised that five bids were <br /> received . Engineer ' s estimate was $17 , 624 . 00 C . J . Simms Company , Inc . , <br /> submitted the low bid of $ 9 , 764 . 50 , and Staff recommended award to that <br /> company . <br /> There being no communications on further oral discussion , Councilman <br /> Henderson moved to close the public hearing , seconded by Councilman <br /> Weymouth and carried . <br /> 1/8/73 <br />
