328 <br /> established initial regulations covering environmental impact reports . <br /> Subsequently, the State Resources Agency had issued "Guidelines for <br /> Implementation of the California Environmental Quality Act of 1970" . <br /> A staff committee was formed , made up of the principal officers who would <br /> be responsible , i . e . , City Attorney , Planning Director , Director of Public <br /> Works and Chief Building Official , who were requested to review provisions <br /> of Resolution No . 6865 in the context of the State Guidelines . Areas <br /> were outlined where the committee felt that the old resolution should <br /> be changed to reflect the Guidelines of the State , and the draft resolu- <br /> tion before Council was the old resolution , with the recommended changes . <br /> Councilman Henderson requested that Staff review briefly the procedure <br /> under appeals , described in City Attorney ' s memorandum ( dated March 27 , <br /> 1973 ) . City Attorney advised that the appeals procedure related to two <br /> types of appeals , one being action by an individual in administration of <br /> the provisions of the resolution , or by action by an agency such as the <br /> Planning Commission in administration of provisions of the resolution . <br /> Decisions made by an individual officer or by an agency of the City <br /> vested with discretionary authority were taken out of the procedures as <br /> not being appealable . City Manager indicated that he felt it was impor- <br /> tant to understand the distinction between what was appealable and what <br /> was not . At request of Councilman Norris , City Attorney provided an <br /> example of where an environmental impact report comes into being . It was <br /> emphasized that the use of the report was informational only, in its ap- <br /> plication with respect to ministerial projects . Councilman Henderson <br /> reported concern expressed by ABAG that , where appropriate , certain <br /> matters be voluntarily referred to them, if these meet certain criteria <br /> for an impact on the environment . During the discussion it was noted <br /> that certain projects might involve anywhere from very few regional or <br /> State agencies to as many as 26 agencies . <br /> Councilman Henderson moved to adopt RESOLUTION NO . 6882 ESTABLISHING OBJEC- <br /> TIVES , CRITERIA AND PROCEDURES FOR THE EVALUATION OF CERTAIN PROJECTS , <br /> AND THE PREPARATION OF ENVIRONMENTAL IMPACT REPORTS IN THE CITY OF <br /> REDWOOD CITY ; AND RESCINDING RESOLUTION NO . 6865 , seconded by Councilman <br /> Leipzig and carried on roll call vote . <br /> Abandonment of portion of East Fuller Street . Staff report indicated that , <br /> due to an oversight , reference to " overhead" utilities was omitted from <br /> description of the easement to be reserved for public utilities in <br /> Resolution adopted by Council on March 19 , 1973 , which had been published <br /> as legally required and set public hearing for April 9, 1973 .
