Kenneth Herdman, 3550 Jefferson , was <br /> prepared with a slide sketch of the crown <br /> section of portion of Jefferson Ave . , between <br /> Dover and Farm Hill Blvd . , which he felt was <br /> unsafely designed for higher speeds , and <br /> stated that he had observed a number of <br /> accidents there . <br /> Director of Public Works responded that , in reviewing this stretch of the <br /> street , in fifteen years there had been no accidents on the uphill side , <br /> and possibly three downhill , but unrelated to speed , police records show- <br /> ing that they were due to such things as driver being distracted , and in <br /> one case , the driver fell asleep at the wheel and struck the guard rail . <br /> Councilman Henderson noted that the evidence in the Police Department ' s <br /> Motor Vehicle Accident Report did not substantiate concerns regarding <br /> speeding . Director of Public Works acknowledged that the section was un- <br /> comfortable to drive , and there have been discussions with respect to <br /> changing the superelevation in this section . <br /> Laurie Herdman, 3550 Jefferson, spoke in <br /> opposition to raising the speed limit , feeling <br /> that too many drivers are inclined to go 10 to <br /> 20 miles over the posted limit . <br /> Andrew Bacigalupi , 3576 Farm Hill Boulevard , <br /> spoke at length in opposition to increasing <br /> the speed limit , and felt that the present <br /> limit should be strictly enforced . He expressed <br /> concern for the children who must cross Farm Hill <br /> Blvd . to reach Roy Cloud School , for getting into <br /> and out of driveways , and that if limit is raised, <br /> property values would drop . In response to ques- <br /> tion by Council, he advised he would prefer to see <br /> the limit enforced as it now exists , but agreed <br /> that possibly a speed limit of 30 or even 35 might <br /> be reasonable but should be enforced . <br /> In the discussion following , Councilman Weymouth indicated he had favored <br /> raising the speed limit to 35 mph three years ago . Councilman Henderson <br /> noted she had opposed it then , but because of the new legislation, the <br /> ability to enforce traffic regulations had been taken away, so Council <br /> was looking at a different set of circumstances . <br /> GAP Student William Miller , 2484 Oregon Ave . , <br /> advised that on the previous Wednesday, <br /> during "Youth in Government Day" , he was <br /> acting Police Chief during the mock Council <br /> meeting, and this problem had come up . The <br /> consensus of the mock Council and those <br /> present was that the limit should be raised , <br /> since no one observed the speed limit , and <br /> it was unenforceable . Noting concern about <br /> speeding near John Gill School, he had <br /> checked this and found it to be clearly <br /> marked, and felt everyone should know they <br /> must slow down in these zones . He stated <br /> that his impression from comments in this <br /> meeting was that people were leaving en- <br /> forcement up to the Police , and felt it <br /> should be up to the people to observe the <br /> law . <br /> Mr . Donald Baird, 3785 Farm Hill Blvd . , <br /> expressed concern regarding increasing <br /> density of development further up Farm <br /> Hill Blvd . , adding to the traffic problem, <br /> and felt that enforcement has been lax . <br /> He indicated that while he may prefer to <br /> 4/2/73 <br /> Reg . Mtg . <br />
