He also felt he should have re- <br /> ceived better notice that the item was to <br /> be considered by Council . <br /> Mayor Keckley pointed out that the City pays for its agenda to be published <br /> in the Tribune every Saturday . It was also noted that on Saturdays , agendas <br /> and supporting reports are available at the libraries . <br /> An unidentified speaker mentioned the <br /> possibility of a " continuation high school" <br /> being considered to be located on Farm Hill <br /> Blvd . , and expressed concern as to the effect <br /> of those additional young drivers coming down <br /> the hill , particularly where grade school <br /> children must cross the street . <br /> Mr . Ronald A . Krieg , 3726 Laurel Way, <br /> commented that the speed limit has never <br /> been enforced , and felt that use of radar <br /> was a poor solution . <br /> Dr . J . H . Buddenbaum, 3765 Farm Hill Blvd . , <br /> commented on the tremendous increase in use <br /> of the street since the opening of Canada <br /> College , morning and evening . He also found <br /> it difficult to stay within the 25 mph limit <br /> because of faster moving traffic behind him . <br /> He felt the speed laws should be strictly <br /> enforced . <br /> Mr . Robert Bellinger , 3678 Farm Hill Blvd . , <br /> advised he was a new resident and complained <br /> of noise by Sunday morning motorcyclists . He <br /> felt City should have been aware of the pend- <br /> ing legislation and fought it . <br /> City Manager felt that this was a good point , but the unfortunate fact was <br /> that several thousand bills are introduced in Sacramento each year , and in <br /> this case , City did not have any information it was being considered until <br /> it was adopted and signed into law , City Attorney added that initially the <br /> bill pertained to another matter , and somewhere along the legislative <br /> process evolved into these amendments , so that even from bulletins which <br /> are received regularly from the League of California Cities , it would have <br /> been difficult to be aware of it . Councilman Henderson stated that Redwood <br /> City was the hardest working city in California in attempting to keep up <br /> with State legislation . <br /> Mr . Paul Frost , 3742 Farm Hill Blvd . , stated <br /> he is constantly escorting small children <br /> across the street to the park, even though <br /> there is a push-button signal , because cars <br /> do not stop . He felt the situation would be <br /> worse if the speed limit is raised . <br /> Mr . Harry Higbee , 3054 McGarvey, advised his <br /> home is at the intersection with Farm Hill , and <br /> described the difficulty of getting out of his <br /> driveway , even though there is a stop sign there . <br /> He opposed raising the speed limit , and suggested <br /> that further study be made . <br /> 4/2/73 <br /> Reg .
