However , he noted there were a lot of techniques for <br /> warning motorists , mostly with respect to changing conditions in the road . <br /> Mr . Patrick Leyden , 626 Emerald Hill Road , stated that <br /> whatever speed is set for Farm Hill Blvd . would have <br /> the same effect on Emerald Hill Road , and he there- <br /> fore opposed it . <br /> Mr . Roger Edler , 3750 Farm Hill Blvd . , indicated <br /> he was of the engineering consultant firm which <br /> designed the road to the State Highway, and was <br /> not sure that it was designed for 40 mph . He <br /> indicated he would like to review the reports . <br /> Mrs . Munday , 1810 Jefferson , felt that she should have <br /> been notified by postcard . She described her diffi- <br /> culties in getting out of her driveway . <br /> Mayor Keckley explained that the procedure of notifying interested persons <br /> by mail is required to be done in certain circumstances , such as zoning <br /> matters . City Attorney added that it was not required for this type of <br /> discussion . <br /> Councilman Henderson observed that Council had received the benefit of a <br /> lengthy report and discussion and felt the subject had been examined <br /> thoroughly . <br /> Councilman Henderson moved to approve the recommendation to change the speed <br /> limit for Farm Hill Boulevard - Jefferson Avenue , and authorize prepara- <br /> and Staff to report back to Council within 6 <br /> tion of the necessary documents ,/ seconded by Councilman Weymouth . months , <br /> On the question , Councilman Norris expressed his opposition to the motion , <br /> and felt that the engineering report went counter to what the people who <br /> lived on the street were saying .
