336 <br /> where accidents are happening and where people are being injured . Very <br /> few accidents occurred on Farm Hill , and other areas of the City demand <br /> their attention . Director of Public Works advised that three criteria <br /> were used , being speed, accident record , and unexpected conditions . <br /> Their experience indicated that the only unexpected condition was the <br /> one pointed out by Mr . Herdman , concerning the elevated section . With <br /> initiation of signals , and advance warning sign , he felt this was a safe <br /> speed in this area . <br /> In the discussion which followed, Councilman Henderson noted that in <br /> offering the motion , it was her understanding in approving a 40 mph speed <br /> limit , that it would be enforced at 41 mph . City Manager indicated that <br /> with radar permitted , this would be the case . Councilman Leipzig noted <br /> that even if the residents wanted to retain the present speed limit , this <br /> was not possible to enforce , due to the fact there were not enough <br /> officers to give citations to every offender , and if there were , they <br /> would not be upheld in court . <br /> Motion carried on roll call vote , Councilmen Henderson , Leipzig , Weymouth, <br /> and Mayor Keckley voting yes ; and Councilmen Norris , Rhodes and Williams <br /> voting no . <br /> ( MINUTE ORDER #73-45 ) <br /> Mayor Keckley ordered a five-,minute recess at 10 : 45 p . m . <br /> Councilman Weymouth moved to adopt RESOLUTION NO . 6887 AMENDING SECTION 1 OF <br /> THE RULES AND REGULATIONS OF THE REDWOOD CITY WATER DEPARTMENT ( DEPARTMENT <br /> OF PUBLIC WORKS ) AND RESCINDING RESOLUTION NO . 2284 , RELATING TO APPLICATIONS <br /> FOR WATER SERVICE , seconded by Councilman Norris . <br /> Staff report indicated that Resolution No . 2284 , adopted July 15 , 1957 , <br /> established a charge of $2 . 50 during work hours and $4 . 50 outside of work <br /> hours for turning on water service after discontinuance . It was felt that <br /> costs involved had risen to such an extent in the last fifteen years to <br /> warrant a realistic increase in said charge . <br /> Councilman Leipzig expressed concern that people whose service has been <br /> turned off may simply not have the money, and this further penalized them . <br /> Director of Public Works indicated that many cases involve people who just <br /> neglect to pay bills on time , and that they do receive as many as three <br /> notices before service is actually shut off , which involves a period of <br /> time of about a month . <br /> Motion carried on roll call vote . <br /> Councilman Norris moved to introduce Ordinance amending Section 38 . 10 of the <br /> Code of the City of Redwood City , relating to Water System Connection Fees , <br /> seconded by Councilman Rhodes and carried . <br /> 4/2/73 <br /> Reg .
