Minutes of Regular Meeting <br /> Redwood City Council <br /> April 9 , 1973 7 : 30 P . M . <br /> Veterans Memorial Building <br /> Pledge of Allegiance was led by Councilman Henderson . <br /> Invocation was led by Elder Leigh Owen , Word of Life Fellowship . <br /> ON ROLL CALL, the following were noted present : Councilmen Mary W . Henderson , <br /> Marguerite Leipzig , Robert E . Norris , William C . Rhodes , James S . Williams , <br /> Mayor Paul C . Keckley, and City Clerk Marian McCrindle . Councilman Ray A . <br /> Weymouth was noted absent . Also noted present were City Manager James M . <br /> Fales , Jr . , City Attorney David E . Schricker , Assistant City Manager James <br /> M . Smith, Chief of Police John R . McDonald , Jr . , Director of Public Works <br /> Richard J . Pusich, Construction Engineer William T . Martin , and Deputy City <br /> Clerk Frances I . Reggetts . <br /> The following Government Affairs Program students were noted present on roll <br /> call : Jeanne Barnoli , Ken Booth, Steve Davis , Mike Mahoney , Colleen Murphy, <br /> Kathy Okabayashi and Dennis Zanardi . <br /> Councilman Henderson asked that the following two corrections be made to Minutes <br /> of Regular Meeting of April 2 , 1973 . Under Consent Calendar ( Page 10 of <br /> draft ) , that her name be included among Council Members planning to attend the <br /> Chamber of Commerce Seminar in Santa Rosa, April 13 - 15 ; and that in her <br /> motion to approve the recommendation to change the speed limit for Farm Hill <br /> Boulevard-Jefferson Avenue , the record should show that included was her re- <br /> quest for Staff to report back to Council within six months . <br /> She also felt that it was important to point out that no formal action had <br /> been taken , but due to confusion as a result of newspaper reports , the resi- <br /> dents of Farm Hill misunderstood the action . <br /> Councilman Henderson moved to approve , as corrected , Minutes of Regular <br /> Meeting of April 2 , 1973 , and Minutes of Executive Session of April 2 , 1973 , <br /> seconded by Councilman Williams and carried . <br /> Mayor Keckley invited City Manager to comment with respect to re- examination of <br /> the speed limit increase proposal , and conversations with Assemblyman Dixon <br /> Arnett that day . City Manager noted that Council had received his report <br /> which indicated there was not an ordinance on the agenda for introduction, <br /> with respect to speed limit on Farm Hill Boulevard-Jefferson Avenue , with <br /> the reason given that additional time was being requested to allow discussion <br /> with the Assemblyman with respect to possibility of changing the Vehicle Code <br /> requirements , and because he , the Director of Public Works , and Chief of <br /> Police , had second thoughts regarding the limits recommended in the traffic <br /> 4/9/73 <br /> Reg .
