Minutes of Regular Meeting Redwood City Council April 9 , 1973 7 : 30 P . M . Veterans Memorial Building Pledge of Allegiance was led by Councilman Henderson . Invocation was led by Elder Leigh Owen , Word of Life Fellowship . ON ROLL CALL, the following were noted present : Councilmen Mary W . Henderson , Marguerite Leipzig , Robert E . Norris , William C . Rhodes , James S . Williams , Mayor Paul C . Keckley, and City Clerk Marian McCrindle . Councilman Ray A . Weymouth was noted absent . Also noted present were City Manager James M . Fales , Jr . , City Attorney David E . Schricker , Assistant City Manager James M . Smith, Chief of Police John R . McDonald , Jr . , Director of Public Works Richard J . Pusich, Construction Engineer William T . Martin , and Deputy City Clerk Frances I . Reggetts . The following Government Affairs Program students were noted present on roll call : Jeanne Barnoli , Ken Booth, Steve Davis , Mike Mahoney , Colleen Murphy, Kathy Okabayashi and Dennis Zanardi . Councilman Henderson asked that the following two corrections be made to Minutes of Regular Meeting of April 2 , 1973 . Under Consent Calendar ( Page 10 of draft ) , that her name be included among Council Members planning to attend the Chamber of Commerce Seminar in Santa Rosa, April 13 - 15 ; and that in her motion to approve the recommendation to change the speed limit for Farm Hill Boulevard-Jefferson Avenue , the record should show that included was her re- quest for Staff to report back to Council within six months . She also felt that it was important to point out that no formal action had been taken , but due to confusion as a result of newspaper reports , the resi- dents of Farm Hill misunderstood the action . Councilman Henderson moved to approve , as corrected , Minutes of Regular Meeting of April 2 , 1973 , and Minutes of Executive Session of April 2 , 1973 , seconded by Councilman Williams and carried . Mayor Keckley invited City Manager to comment with respect to re- examination of the speed limit increase proposal , and conversations with Assemblyman Dixon Arnett that day . City Manager noted that Council had received his report which indicated there was not an ordinance on the agenda for introduction, with respect to speed limit on Farm Hill Boulevard-Jefferson Avenue , with the reason given that additional time was being requested to allow discussion with the Assemblyman with respect to possibility of changing the Vehicle Code requirements , and because he , the Director of Public Works , and Chief of Police , had second thoughts regarding the limits recommended in the traffic 4/9/73 Reg . Mtg .
