340 <br /> study , and wanted the opportunity to review the data before making a final <br /> recommendation . Mayor Keckley advised that Council had met on April 7 with <br /> Assemblyman Arnett , who was very interested in what had happened and indi- <br /> cated he would investigate and report back, which he did . He found that the <br /> bill had been introduced at instigation of the National Automobile Associa- <br /> tions of Northern and Southern California, and passed through the process of <br /> both houses in Sacramento , but was vetoed by the Governor . This was a bill <br /> to control " cash register speed traps " , and Mayor Keckley reported that some <br /> cities in the State derive as much as $400 , 000 a month from these " speed <br /> traps " , Sacramento being one of these . The automobile associations felt this <br /> type of thing should be stopped . Apparently the Governor changed his mind <br /> regarding the bill and indicated he would not veto when such a bill went <br /> through again , as was the case , with minor amendments . Assemblyman Arnett is <br /> working with the authors to change some of the language and offer a broader <br /> interpretation , so that municipalities will have better control than they now <br /> do , and criteria and interpretation are being forwarded so that Staff will <br /> have additional material to work with in preparing the new studies . <br /> Councilman Williams suggested that when Staff is prepared to bring this to <br /> Council again , that sufficient notice and publicity is given so that the <br /> residents concerned have the advantage of having the information and can re- <br /> spond . <br /> Oath of Office was administered by City Clerk to Mr . Richard E . Arnold , newly <br /> appointed Member of the Planning Commission , and was then presented with his <br /> Certificate of Appointment by Mayor Keckley . <br /> Mr . William Warren , reappointed as Member of the Park and Recreation Commis- <br /> sion , was unable to be present at this time . <br /> " PROBE" Community Center , Division of Redwood City Area Council for Community <br /> Action , Inc . Written request had been made by this group to make a presenta- <br /> tion at this meeting with respect to cutbacks in Federal funds affecting con- <br /> tinuation of their programs . <br /> Alice Gonzalez , Director of Emergency Food and Medical Services for San Mateo <br /> County, noted that Council had been provided copy of the order of their pre- <br /> sentation , along with data pertaining to their programs and costs . She <br /> introduced Martha Zeigler , 1052 Edgewood Road , who provided an overall view <br /> of the funding cutbacks , and listed the several programs affected . <br /> Mr . Miguel Maldonado , 150 Oak Avenue , directed his comments specifically with <br /> respect to the Community Education Center . He indicated in response to ques - <br /> tions , that an appeal was to be made also on the following day before the <br /> 4/9/73 <br /> Reg . Mtg . <br />
