342
and initiation of Emergency Employment program, as well as assisting the
Community Education Center and others . He referred to a sheet provided to
Council relating to their budget request for 1973-74 , which included an
item covering request for funds for the period April 1 , 1973 to June 30 , 1973 ,
in the amount of $13 , 290 , and to put PROBE into a fiscal period concurrent
with the City ' s fiscal year , which at present do not coincide . He quoted
the budget figures for the 1973-74 fiscal year , and offered to explain
these to Council . In response to question by Mayor Keckley, Mr . Boxley
indicated that the County had received the same letter request , and hoped
that by the City making a commitment tonight , this would lend support in
their request before the County on Tuesday, and indicated that the $47 , 000
they were requesting represented the aggregate of what was needed to keep
them going for a year . City Manager asked Mr . Boxley whether the $ 13 , 290
requested to carry them to June 30 , 1973 included the $4, 000 already paid
by the City . Mr . Boxley responded that the $13 , 290 included the $4, 000 , so
that the total would be reduced by the latter amount . In additional dis-
cussion , Councilman Norris indicated that he felt no one doubted the impact
PROBE has had on the community and that there had been an excellent return
on the dollar, but that it would be difficult for him to support authorizing
the amount requested for the next fiscal year , and that they should , after
the presentation to the County, organize their priorities and come back with
a formal request and more definite budget figures . Mr . Boxley responded
that PROBE, in itself , was the priority , because it was now unfunded . Their
staff was still working , but their funds are being cut off . With regard to
their request to the County , he indicated their revenue hearings would be
in May , which does not help their survival now, where there was the question
of the transition period from April to the end of June .
In response to question by City Manager , Mr . Boxley advised that Community
Education Center funds were separate , and did not meet the immediate priority
requirement . They were not listed on the PROBE budget sheet , because it is
not directly related to PROBE , and was funded by grant through EOC . Requests
for funds for Community Education Center in the next fiscal year would be
separate .
City Manager noted that it had been established that operating costs for the
Community Center were to be shared equally by County and City , and on that
principle , equally dividing the $13 , 290 between County and City , each share
would amount to $6 , 645 , with the City ' s portion reduced by the $4, 000 or
$2 , 645 . He indicated these funds could be found .
On indication that Council was prepared to make the necessary motion , City
Attorney advised that the appropriate action would be to enter into a sup-
plementary agreement with PROBE, with respect to agreement entered into
4/9/73
Reg .
