344 <br /> since Council received the report , several Council Members had indicated <br /> they had questions with respect to the amount of the mileage increase , and <br /> also whether the bridge tolls and parking should be averaged out and in- <br /> cluded in the mileage . It was recommended that the report be referred back <br /> to Staff for further study and report back to Council . <br /> Councilman Henderson indicated that she believed the parking and tolls <br /> should be separate , and not lumped in with mileage , and that she could not <br /> support the proposed 150 per mile payment . With respect to the flat monthly <br /> payment , she questioned whether this concept did not already exist , and this <br /> was just a change in the amount . City Attorney responded that this was <br /> correct , and that there were Code provisions to that effect , although there <br /> was one substantive change to expand the flexibility with respect to staff <br /> usage which would provide a flat fee as determined on the basis of estimates , <br /> as well as the mileage figure . <br /> Councilman Henderson commented that she did not take exception to that <br /> concept , but felt that supporting documentation was needed as to the dollar <br /> amounts for both mileage amount and the flat rate proposed . She also felt <br /> there was a need to consider the difference between payment for compact cars <br /> versus standard cars , and hoped this would be included in the report . City <br /> Manager indicated that it would . <br /> In a brief discussion, Councilman Williams expressed the belief that 15¢ per <br /> mile was too high , that there were too many variables , and also that depre- <br /> ciation costs should not be figured in , since the automobile will depreciate <br /> at the same rate , whether used for City business or personal use . In response <br /> to question by Councilman Leipzig, City Manager indicated it was not neces - <br /> sarily the intent to promote use of personal cars , rather than City cars , <br /> but rather that this would allow a choice to make that decision . He added <br /> that another factor to be considered was that it was felt there should be a <br /> review of the present allowance , since it had not been done in some time . <br /> Councilman Norris moved to refer the report back to Staff for additional review <br /> and consideration, and report back to Council , seconded by Councilman Rhodes <br /> and carried . <br /> ( MINUTE ORDER #73- 51 ) <br /> Surplus City Property . <br /> Councilman Williams moved to adopt RESOLUTION NO . 6889 DECLARING CERTAIN DESCRIBED <br /> CITY-OWNED PROPERTY SURPLUS ; AND AUTHORIZING SALE THEREOF AT PUBLIC AUCTION , <br /> and RESOLUTION NO . 6890 APPROVING AND AUTHORIZING EXECUTION OF AGREEMENT FOR <br /> AUCTION SERVICES , seconded by Councilman Henderson . <br /> 4/9/73 <br /> Reg .
