345 <br /> On the question , Councilman Henderson asked whether all of the vehicles <br /> listed were Police cars . City Manager advised that all were except one , <br /> and all had about 70 , 000 miles on them . Motion carried on roll call vote , <br /> Councilman Weymouth being noted absent . <br /> REPORT OF BID OPENING , Peninsula Parkway Landscaping-Section 2 , Marlin Sub- <br /> division No . 2 ( GID 1-64) . <br /> Councilman Norris reported that in a recent Homeowners ' Association meet- <br /> ing , concern was expressed about the Dolphin Parks , and that in the order <br /> of priorities , they deserved greater attention than this project for land- <br /> scaping . He noted that he had submitted a memorandum to Council this <br /> evening concerning the matter . He questioned whether part of the funds <br /> could be transferred to complete the Dolphin Parks . <br /> City Manager indicated that it was his understanding both of the projects <br /> were pre- existing , planned projects , built into the bond issue previously <br /> sold . Both were therefore equal commitments for the District to complete , <br /> but the difference was that the project before Council was to be done <br /> completely with District funds , while Dolphin Park was to be paid partially <br /> with participation funds from Leslie Properties . He noted that the plans <br /> and specifications had been prepared , but that Leslie Properties then in- <br /> formed the City they were not going to participate . <br /> In the ensuing discussion , it was thought that the questions being raised <br /> by the Homeowners ' Association should be directed to Mobil Estates as <br /> present owners of the property . In response to comments by Councilman <br /> Norris , City Manager advised that while funds were available for both <br /> projects , the Dolphin Parks project lacked the $26 , 000 in participation <br /> funds . In response to additional questions , City Attorney advised that <br /> there were strict limitations on how the moneys in the various funds are <br /> spent , and cannot be traded off between the various accounts , such as <br /> using Street Funds for Park Funds . <br /> Councilman Norris moved to adopt RESOLUTION NO . 6891 AWARDING CONTRACT FOR <br /> CONSTRUCTION OF LANDSCAPING IMPROVEMENTS FOR PENINSULA PARKWAY-SECTION <br /> 2 FOR REDWOOD CITY GENERAL IMPROVEMENT DISTRICT NO . 1-64 ; REJECTING ALL <br /> OTHER BIDS RECEIVED ; AUTHORIZING EXECUTION OF CONTRACT FOR SAID WORK ; AND <br /> DIRECTING RETURN OF SECURITY DEPOSIT , seconded by Councilman Rhodes . <br /> ( A . D . Shooter , Menlo Park - $54 , 746 . 82 ) <br /> Councilman Henderson questioned whether estimate had been done by Staff <br /> or Daniel , Mann , Johnson and Mendenhall , and asked for a review of the <br /> work involved . Director of Public Works responded that plans and speci- <br /> fications , as well as estimate , were done by DMJM, and reviewed by Public <br /> 4/9/73 <br /> Reg . Mtg . <br />
