Major crimes decreased to 167 from 174 the previous month . <br /> Value of property reported stolen during March totaled $93 , 350 , with $18 , 980 <br /> worth of stolen property recovered . Administration - Time spent by <br /> Personnel Department on union matters increased substantially during March . <br /> Two formal grievances were filed, indicating most grievances were being <br /> resolved at department level . All department heads and major assistants <br /> attended a retreat at Asilomar , the purpose being to improve on lines of <br /> interdepartmental communication , and establish the concept of team approach <br /> to problem solving and goal achievement . City Manager indicated there would <br /> be a report in more detail later . Redwood City Today - Mailing would be <br /> delayed to the end of April to allow for inclusion of the summer recrea- <br /> tion schedule , and would thus allow a saving of $1 , 200 in mailing costs . <br /> Proposed Safety Policy and Program . <br /> Staff report indicated that preparation and implementation of an updated <br /> and comprehensive safety policy and program were among specific objectives <br /> of the Personnel Department in the 1972-73 budget , and would form the <br /> framework for an on-going program of safety, in keeping with the understand- <br /> ing with the employee organizations . City Manager indicated that , if <br /> adopted , staff would proceed to draft specific procedures . <br /> Councilman Henderson moved to adopt RESOLUTION NO . 6895 APPROVING AND ADOPTING <br /> A SAFETY POLICY STATEMENT FOR THE CITY OF REDWOOD CITY , seconded by Council- <br /> man Rhodes . <br /> Councilman Rhodes expressed interest in receiving reports with respect to <br /> " investigating all injuries and accidents to determine causes and necessary <br /> preventive measures , " as well as information on what Federal requirements <br /> are , and how they are being met . City Manager responded that Federal <br /> Occupational Safety Health Act ( OSHA ) requirements , as well as State <br /> Industrial Safety regulations were specifically referred to in this program . <br /> He advised this would be a budgeted item, would be pointed out in the budget <br /> message , and cost estimates given . After some discussion with respect to <br /> making reports , City Manager suggested that quarterly reports would be <br /> more meaningful than monthly, and in the beginning would be more or less <br /> narrative in form . After the first year , statistical reports would have <br /> more significance .
