Staff report indi- <br /> cated that of two bids received , the lower bid of Ricker Machinery in the <br /> amount of $11 , 235 . 00 was recommended for acceptance . Since the low bid <br /> exceeded the estimate it was recommended that available funds be trans - <br /> ferred for the purchase . City Manager indicated increased cost related to <br /> automotive anti-pollution requirements , and OSHA safety requirements . <br /> Councilman Weymouth moved to adopt RESOLUTION NO . 6896 TRANSFERRING THE SUM OF <br /> $2 , 235 FROM APPROPRIATION FOR PAYMENT OF DIRECT SALARIES TO APPROPRIATION <br /> FOR CAPITAL EXPENDITURES , DEPARTMENT OF PUBLIC WORKS , STREET MAINTENANCE <br /> PROGRAM , and <br /> RESOLUTION NO . 6897 AWARDING CONTRACT FOR THE FURNISHING OF ONE TRUCK-MOUNTED <br /> TRANSIT MIXER ; AND REJECTING ALL OTHER BIDS RECEIVED , <br /> seconded by Councilman Leipzig and carried on roll call vote , Councilmen Norris <br /> and Williams being noted absent , <br /> Cordilleras Creek Improvement Project - Study of Alternate Routes . On Frebruary <br /> 26 , 1973 , Council had authorized engineering studies associated with this pro- <br /> ject be expanded to include possible alternate routes , due to environmental <br /> considerations . Project is to be constructed under a joint powers agreement <br /> between Redwood City and the City of San Carlos . Report by the project engineer <br /> concerning the alternate routes had been presented to San Carlos City Council on <br /> April 9 , which adopted Alternate Plan No . 3 , subject to concurrence by City of <br /> Redwood City . George E . Cook , representing the firm of McCandless , Boone & <br /> Cook , consulting engineers , was invited to review the four alternates . <br /> Mr . Cook described Alternate #1 as essentially <br /> following the present lines of the creek, but <br /> was the proposal which would necessitate removal <br /> of approximately 100 eucalyptus trees . Estimated <br /> cost was $372 , 000 . Alternate #2 , he said , was <br /> found to be a very difficult alignment because it <br /> would go right through the residential area , caus - <br /> ing public inconvenience , and would involve ex- <br /> tensive utility conflicts . This bypass would be <br /> routed South on Stafford Street to F Street , East <br /> on F to Lenolt , North on Lenolt to G , East on G to <br /> Industrial Road , then North to join the existing <br /> channel . Cost was estimated at $529 , 000 exclusive <br /> of rights of way costs . Alternate #3 would be a <br /> partial bypass , rejoining the existing creek down- <br /> stream of the Edison School . Alignment would be <br /> North across the front of the Edison School , <br /> easterly parallel to northerly side of the School <br /> property , then joining the original creekbed 500 <br /> feet East of Old County Road . Several eucalyptus <br /> trees would have to be removed, but this proposal <br /> would save the majority . Utility conflicts would <br /> be minor , and cost was estimated at $330 , 550 , ex- <br /> clusive of right of way costs . Alternate #4 would <br /> be more of a complete bypass of the creek from Old <br /> County Road to Bayshore Freeway . This pipe culvert <br /> would be almost completely in San Carlos .
