351 <br /> In response to question by Mayor Keckley , Mr , Cook indicated that his firm <br /> recommended Alternate #3 . He advised that all alternates would appear in <br /> the Environmental Impact Report . Responding to question by Councilman <br /> Rhodes , Mr . Cook noted that while there had been no damage due to the <br /> exceptional rainy winter in the upper reaches of the creek, some had been <br /> experienced in the lower reaches , particularly from Industrial Road to <br /> Bayshore , and he suggested that the two cities get together with the Divi- <br /> sion of Highways with respect to what was happening on the other side of <br /> Bayshore . Part of the problem was due to lack of maintenance in the lower <br /> reaches , resulting in flooding around Bayshore Freeway . Councilman Rhodes <br /> reported that the manager of Circle Star Theater had brought to his atten- <br /> tion the matter of eroding of that property . Mr . Cook responded that <br /> Alternate #3 would correct that problem . <br /> The fact that this project was part of the bond issue program was noted , <br /> and Councilman Henderson felt that such being the case , it should be <br /> treated in the same manner as the previous bond projects . She noted that <br /> most of the residential properties involved were within the Redwood City <br /> portion , and felt that it was important to take the alternate considered <br /> to be the most appropriate , and study the project area lot by lot . She <br /> indicated that she believed Alternate #3 had the best potential for pro- <br /> tecting the environment , and she felt that the residents concerned should <br /> be given the opportunity to know what was being considered , before Council <br /> considers final plans and specifications for the project . <br /> In response to question by City Manager , Mr . Cook advised that the proposals <br /> would be referred to the San Carlos and Redwood City Planning Commissions <br /> to make an environmental determination . <br /> Discussion followed , concerning appropriate means of making those involved <br /> aware of the proposed project , and it was suggested this could be made <br /> part of the scope of work in preparation of the Environmental Impact Report . <br /> City Manager indicated that San Carlos would select the firm to prepare the <br /> report , but the scope would be subject to agreement between the two cities . <br /> Mr . Cook suggested that Council might consider how they wish the hearings <br /> to be held , whether in San Carlos alone , or duplicate hearings in Redwood <br /> City . Councilman Henderson felt that Edison School would be very appro- <br /> priate as a location for the hearings , being adjacent to the project site . <br /> City Attorney indicated there had been some discussions by his staff with <br /> respect to this matter , and alternatives suggested including joint meet- <br /> ing by the two Commissions , or separate meetings of the Commissions , or a <br /> third alternative , of hearings by San Carlos , only . <br /> City Manager indicated that he favored the two Commissions meeting jointly <br /> in the neighborhood . <br /> 4/16/73 <br /> Reg .
