Mr. Ingram advised <br /> that water rates would be discussed at a future Council meeting. The water <br /> emergency was suspended on April 1, 1993, and adoption of a voluntary 15% <br /> water conservation program is consistent with the San Francisco Water <br /> Department program and the Urban Water Management Plan adopted by the <br /> Redwood City Council in August of 1992. <br /> General Services Analyst Adams provided details of the proposed conservation <br /> plan. <br /> City Attorney Schricker described the legal reasons that a fixed date for <br /> expiration of retained credits must be included in the ordinance <br /> establishing the water conservation plan. <br /> Mayor Buchan opened the Public Hearing at 8:15 P.M. and invited anyone who <br /> wished to speak to this issue to please come forward. <br /> A resident of Farm Hill Boulevard asked for further explanation of the <br /> necessity for assigning an expiration date for retained credits. <br /> Councilman Greenalch explained that the Council "could not grant a <br /> privilege in perpetuity." <br /> Mayor Buchan asked if anyone else wished to speak.
