PUBLIC HEARING - to consider staff recommendation to adopt a 15% voluntary water conservation program consistent with the City's Urban Water Management Plan (1204-09) Affidavit of Publication of Notice is on file in the City Clerk Department. REPORT: General Services Director, June 21, 1993 General Services Director Ingram thanked the Council Water Committee Members for their work on the proposed conservation program. Mr. Ingram advised that water rates would be discussed at a future Council meeting. The water emergency was suspended on April 1, 1993, and adoption of a voluntary 15% water conservation program is consistent with the San Francisco Water Department program and the Urban Water Management Plan adopted by the Redwood City Council in August of 1992. General Services Analyst Adams provided details of the proposed conservation plan. City Attorney Schricker described the legal reasons that a fixed date for expiration of retained credits must be included in the ordinance establishing the water conservation plan. Mayor Buchan opened the Public Hearing at 8:15 P.M. and invited anyone who wished to speak to this issue to please come forward. A resident of Farm Hill Boulevard asked for further explanation of the necessity for assigning an expiration date for retained credits. Councilman Greenalch explained that the Council "could not grant a privilege in perpetuity." Mayor Buchan asked if anyone else wished to speak. No one came forward.
