t . 465 COMMUNICATIONS : ( a ) Written - copies submitted to Council . 1 , State Department of Public Works advising of the apportionment of California ' s Federal TOPICS funds and advising that within Go days City must provide this Department with a resolution of intent to obligate the apportionments , Recommendation : Refer to Staff for implementation . Councilman Henderson inquired as to definition of "washed " dollars and effect on allocations . City Manager replied this would be included in his report to Council . 2 , State Department of Public Works , Division of Highways , notice of intention to relinquish highway right of way in City along Veterans Boulevard at Whipple Avenue (Road 04 -SM-101-6 , 6 ) and advising any question, comments , or objections be made through their District office . Recommendation : Refer to Staff . Vice -Mayor Keckley inquired as to whether this included the barrier on Veterans Boulevard , City Manager replied that proposals are being made with respect to completion of interchange facilities , and that this was one of them . He also mentioned that in his report back. to Council he would attempt to include information on status of projects with respect to the State . In response to request by Councilman Henderson he advised that a better map would be included also . 3 . Arnold Browning , owner of property at 2066-2070 Broadway , protesting that tenants had been denied parking and an open entrance to their businesses , and requesting consideration for a proposal to resolve . Recommendation : Refer to Staff . 4 , Pacific Telephone and Telegraph Company advising of "Candidate Night " to be held in their offices at 910 Marshall Street , April 6 , 1972 , 7- 9 P . M . Councilman Weymouth moved to approve COMMUNICATIONS (1 ) through (4 ) and authorize ' - implementation as directed , seconded by Councilman Henderson and carried , (MINUTE ORDER #72 -76 ) (b ) Oral - Instruction cards available . 4-3 -72
