468 <br /> Lighting project on Marine World Parkway virtually complete , and reportedly <br /> very attractive . During March , 206 calls concerning sewer laterals were <br /> received , entailing 1150 manhours ; 3285 for the year . More hours were devoted <br /> to this questionable municipal function than any other in Street and Sewer <br /> Maintenance . Disking and spraying under the Weed Abatement contract have been <br /> completed , Contractor to return in June to perform second disking and <br /> miscellaneous land cleaning . <br /> Mayor Bury requested clarification of the term " questionable municipal function " <br /> with reference to the sewer lateral calls . City Manager advised that there <br /> would be specific recommendations regarding the matter in the forthcoming budget . <br /> He indicated this was a service performed by very few California cities , and <br /> that it was a tremendous expenditure . He felt that if City is to continue <br /> providing the service , a policy decision should be made by Council . Council <br /> expressed concern regarding the question of difficulty in determining whether <br /> the problem is located in the owner ' s side of the property line or in the <br /> City portion, and it was noted that Council had previous`y made the policy <br /> that first response would be by the City to make this determination . City <br /> Manager noted that most other cities did not carry this responsibility to the <br /> extent that Redwood City did and that if City was to continue the policy , <br /> he felt it was important that Council was aware of what is involved in terms <br /> of costs and manhours , so as to be in a position to make a determination . <br /> Council briefly discussed the Mobil Estates option, and City Manager indicated <br /> written information would be provided to Council at the appropriate time . <br /> Mayor Bury reported on the dedication of the model airplane flying field in <br /> honor of Charles T . Zimmerman the previous weekend , which was well attended , <br /> participants including members of the Optimist Club and Doris Thompson and <br /> Larry Schenck, as representatives of the Park and Recreation Commission . <br /> Mayor Bury also suggested that Council should take action with regard to a <br /> representative to the Neighborhood Development Council , and that hopefully <br /> Councilman Henderson would be willing to continue to serve in that capacity . <br /> Councilman Keckley moved to reappoint Councilman Henderson as Council Representative <br /> to the Neighborh000d Development Council , seconded by Councilman Weymouth <br /> and carried . (MINUTE ORDER #72 -78 ) <br /> Application of TANKLAGE CONSTRUCTION CO , , INC . and HANS EGGLI for Exception to <br /> Subdivision Ordinance , to authorize that rear service alleys shall not be <br /> required , Harbor Boulevard adjacent to Bayshore Freeway , in "IR " ( Industrial - <br /> Restricted ) and "GI " (General Industrial ) Districts . <br /> 4- 10 -72 <br />
