Councilman Williams inquired whether Council could act on the first year with respect to the long range Capital Improvement program, and whether there would be sufficient time before June 19th , the date of public hearing . City Manager indicated this would depend upon Council procedure , but that those portions of the Capital l Improvement program had been included so could be acted on for the next year . ;. He noted , however , that the whole program "hangs together " for the five years . Those items in Capital Expenditure for1972- 1973 hopefully could be adopted by July 1st . It was his recommendation that the operating budget and 5-year Capital Improvement program session was briefly discussed , and with Council concurrence , Mayor Keckley asked that the date of Saturday , June 10 , 1972 , 8 : 00 A . M . , be scheduled for deliberations on the 5-year Capital Improvement Budget , to continue until conclusion . ( Memo 5/2/72 ) Mr . William Oeser , 634 Emerald Hill Road , advised that since he would be out of town during the budget session , he would like to express concern with regard to recommended proposal to eliminate sewer lateral calls , and described problems in his area which he stated he had been told were due to broken main . City Manager responded this was not a specific budget proposal for this year . Consideration of motion proposed by Councilman Henderson relating to Viet Nam, as was presented April 24 , 1972 Mayor Keckley briefly reviewed the sequence of events leading to offer of the proposed motion , and subsequent continuance to this meeting . He noted that the Council and the public had been given the opportunity to discuss the item at the previous meeting , and therefore the item would be limited to discussion and vote by Council on the motion only . Councilman Henderson asked permission to amend her proposed motion by the insertion of two words , which was offered as follows : That it be the position of the Council That the Redwood City Council deplores the loss of life and the economic burden for the American people that the Viet Nam war has caused ; and that we strongly support all our Government ' s efforts to end American involvement in that war at the earliest possible time . ( insertion underlined ) Councilman Leipzig seconded the motion . Councilmen Rhodes , Norris , Weymouth and Williams expressed opposition to the motion , in general offering the opinion that the Council had neither the knowledge , jurisdiction nor authority and that they would not presume this was the position of the people of Redwood City as a whole . Also that they were elected by the citizens of Redwood City to deal with more pressing local matters , that the motion would appease no one 5- 1-72
