Councilman <br /> Williams inquired whether Council could act on the first year with respect to the <br /> long range Capital Improvement program, and whether there would be sufficient <br /> time before June 19th , the date of public hearing . City Manager indicated this <br /> would depend upon Council procedure , but that those portions of the Capital <br /> l <br /> Improvement program had been included so could be acted on for the next year . ;. <br /> He noted , however , that the whole program "hangs together " for the five years . <br /> Those items in Capital Expenditure for1972- 1973 hopefully could be adopted by <br /> July 1st . It was his recommendation that the operating budget and 5-year <br /> Capital Improvement program session was briefly discussed , and with Council <br /> concurrence , Mayor Keckley asked that the date of Saturday , June 10 , 1972 , <br /> 8 : 00 A . M . , be scheduled for deliberations on the 5-year Capital Improvement <br /> Budget , to continue until conclusion . ( Memo 5/2/72 ) <br /> Mr . William Oeser , 634 Emerald Hill Road , <br /> advised that since he would be out of town <br /> during the budget session , he would like to <br /> express concern with regard to recommended <br /> proposal to eliminate sewer lateral calls , <br /> and described problems in his area which he <br /> stated he had been told were due to broken <br /> main . <br /> City Manager responded this was not a specific budget proposal for this year . <br /> Consideration of motion proposed by Councilman Henderson relating to Viet Nam, <br /> as was presented April 24 , 1972 <br /> Mayor Keckley briefly reviewed the sequence of events leading to offer of <br /> the proposed motion , and subsequent continuance to this meeting . He noted <br /> that the Council and the public had been given the opportunity to discuss <br /> the item at the previous meeting , and therefore the item would be limited <br /> to discussion and vote by Council on the motion only . <br /> Councilman Henderson asked permission to amend her proposed motion by the insertion <br /> of two words , which was offered as follows : <br /> That it be the position of the Council <br /> That the Redwood City Council deplores the loss of life and the economic <br /> burden for the American people that the Viet Nam war has caused ; and that <br /> we strongly support all our Government ' s efforts to end American involvement <br /> in that war at the earliest possible time . ( insertion underlined ) <br /> Councilman Leipzig seconded the motion . Councilmen Rhodes , Norris , Weymouth <br /> and Williams expressed opposition to the motion , in general offering the <br /> opinion that the Council had neither the knowledge , jurisdiction nor authority <br /> and that they would not presume this was the position of the people of Redwood <br /> City as a whole . Also that they were elected by the citizens of Redwood City <br /> to deal with more pressing local matters , that the motion would appease no one <br /> 5- 1-72 <br />
