It was noted that at the time the moratorium <br /> was imposed late last year , it was estimated remaining permits would last <br /> until about May 1 , 1972 . <br /> Copy of a letter from Leslie Properties dated May 3 , 1972 was included <br /> with the report , indicating that Leslie (Bank of America ) would not now <br /> participate in cost of developing Dolphin Parks . <br /> After approval of plans and specifications for this project by Council , <br /> call for bids had been held up pending receipt of Leslie contribution . <br /> In view of the response by Leslie Properties , it was the intention not <br /> to proceed with the project until the contribution was received , unless <br /> otherwise directed by Council . <br /> Mayor Keckley expressed concern as to what this would do to the parks dedication <br /> program . City Attorney indicated this raised a good question with respect <br /> to inability to fulfill requirement within one year which would be created <br /> by the party who imposed the requirement . Councilman Norris questioned <br /> whether there was any other recourse , such as using bond funds , which he <br /> understood amounted to $70 , 000 . City Attorney felt this was possibe from <br /> a legal standpoint , but would bear further analysis by staff from policy <br /> standpoint . He also noted that Council , as governing board of the District , <br /> has the opportunity and obligation to make such changes and budget programs <br /> as they deem advisable in the public interest . <br /> Mayor Keckley asked that staff investigate and report back to Council at the <br /> earliest possible time , and Vice-Mayor Henderson felt it would be <br /> appropriate to review the park situation as it related to the entire City , <br /> (Memo 5- 9-72 ) <br /> In response to question by Vice -Mayor Henderson , City Manager advised that while <br /> there had been response by Mobil Oil Estates , no specific additional <br /> information had been received . Meeting is anticipated to be scheduled in <br /> the near future . <br /> City Manager proceeded with the report , commenting on the minipark at Park <br /> and Linden Streets being developed by the "Host Lions " Club at estimated <br /> cost to them of $ 5 , 000 . He felt this was well worth a visit by Council <br /> members . <br /> Landscaping of the bus terminal was expected to be completed this week . <br /> Spring recreation program began the first week in April , and the summer <br /> program brochure was being mailed out in the Ad -Visor on May 10 and would <br /> 5 -8 -72 <br />
