Web <br /> PUBLIC HEARING , Weed Abatement Program - 1972 , declared opened and affidavit <br /> of, publication ordered filed , <br /> City Manager reported that five bids were received and opened this date <br /> in the City Clerk ' s Office , which ranged from $19 , 003 . 70 to $23 , 158 . 00 . <br /> Engineer ' s estimate was $22 , 690 . 50 . Low bid was submitted by J . Spray <br /> Corporation , whose work for the cities of Oakland and Richmond was found <br /> by the Department of Public Works to have been very satisfactory . Staff <br /> therefore recommended that the contract be awarded to J . Spray Corporation <br /> on their low bid of $ 19 , 003 , 70 . <br /> There being no communications or further oral discussion , Councilman <br /> Keckley moved to close the public hearing , seconded by Councilman Rhodes <br /> and carried . <br /> Councilman Keckley moved to adopt RESOLUTION NO , 6661 ORDERING STREET <br /> SUPERINTENDENT TO ABATE WEEDS , DIRT , RUBBISH AND RANK GROWTHS , seconded <br /> by Councilman Rhodes and carried on roll call vote , Councilman Petersen <br /> being noted absent . <br /> Councilman Weymouth moved to adopt RESOLUTION NO . 6662 AWARDING CONTRACT IN <br /> CONNECTION WITH THE WEED ERADICATION PROGRAM IN THE CITY OF REDWOOD CITY, <br /> seconded by Councilman Williams . In response to question by Council , <br /> Construction Engineer advised that cost of the program for the previous <br /> year was approximately $22 , 000 , with $ 10 , 700 being assessed to private <br /> property owners , a large portion paid by San Francisco Water Company for <br /> work done on their right of way , and approximately $4 , 000 picked up by <br /> the City , Motion carried on roll call vote , Councilman Petersen being <br /> noted absent . <br /> APPEAL of ALBERT H . DAVIES from denial by the Planning Commission to reverse <br /> decision of Architectural Committee regarding conditions of Use Permit <br /> granted Bubble Machine for operation of a car wash , 1502 El Camino Real , <br /> Planning Commission at their meeting of December 14+ , 1971 , upheld the <br /> conditions set by Architectural Committee to be applied to Use Permit <br /> granted for operation of Bubble Machine . <br /> Mr . Robert Costello , 525 Marshall , Attorney <br /> representing the appellant Mr . Albert H . <br /> Davies , reviewed in detail the history of the <br /> several actions and appeals connected with <br /> the proposed use , dating from April , 1971 . <br /> Subsequent to the subdivision of the parcel , <br /> written authority was provided to Bubble <br /> Machine as tenants of property owned by Mr . <br /> Davies , to apply for a Use Permit to construct <br /> a car wash on a Portion of Lot 1 , Block A , <br /> WWM Subdivision ; the lot having 100 ' frontage <br /> on El Camino Real and 170 ' on Vera Avenue . <br /> Authority , application , notices and other <br /> 1-17 -72 <br />
