Web PUBLIC HEARING , Weed Abatement Program - 1972 , declared opened and affidavit of, publication ordered filed , City Manager reported that five bids were received and opened this date in the City Clerk ' s Office , which ranged from $19 , 003 . 70 to $23 , 158 . 00 . Engineer ' s estimate was $22 , 690 . 50 . Low bid was submitted by J . Spray Corporation , whose work for the cities of Oakland and Richmond was found by the Department of Public Works to have been very satisfactory . Staff therefore recommended that the contract be awarded to J . Spray Corporation on their low bid of $ 19 , 003 , 70 . There being no communications or further oral discussion , Councilman Keckley moved to close the public hearing , seconded by Councilman Rhodes and carried . Councilman Keckley moved to adopt RESOLUTION NO , 6661 ORDERING STREET SUPERINTENDENT TO ABATE WEEDS , DIRT , RUBBISH AND RANK GROWTHS , seconded by Councilman Rhodes and carried on roll call vote , Councilman Petersen being noted absent . Councilman Weymouth moved to adopt RESOLUTION NO . 6662 AWARDING CONTRACT IN CONNECTION WITH THE WEED ERADICATION PROGRAM IN THE CITY OF REDWOOD CITY, seconded by Councilman Williams . In response to question by Council , Construction Engineer advised that cost of the program for the previous year was approximately $22 , 000 , with $ 10 , 700 being assessed to private property owners , a large portion paid by San Francisco Water Company for work done on their right of way , and approximately $4 , 000 picked up by the City , Motion carried on roll call vote , Councilman Petersen being noted absent . APPEAL of ALBERT H . DAVIES from denial by the Planning Commission to reverse decision of Architectural Committee regarding conditions of Use Permit granted Bubble Machine for operation of a car wash , 1502 El Camino Real , Planning Commission at their meeting of December 14+ , 1971 , upheld the conditions set by Architectural Committee to be applied to Use Permit granted for operation of Bubble Machine . Mr . Robert Costello , 525 Marshall , Attorney representing the appellant Mr . Albert H . Davies , reviewed in detail the history of the several actions and appeals connected with the proposed use , dating from April , 1971 . Subsequent to the subdivision of the parcel , written authority was provided to Bubble Machine as tenants of property owned by Mr . Davies , to apply for a Use Permit to construct a car wash on a Portion of Lot 1 , Block A , WWM Subdivision ; the lot having 100 ' frontage on El Camino Real and 170 ' on Vera Avenue .
