3 '78
Mr . Louis Rossi advised he spoke for
Antonio Roveta , owner of building at
the corner of Main and Chestnut Streets ,
in opposition to construction of the
median . He referred to left turns
onto Roosevelt , which he considered just
as bad .
Mr . Fred Leslie , Manager of McDonald ' s ,
suggested a three -way signal at Lathrop ,
similar to that at Ravenswood Ave . in
Menlo Park , where there were two traffic
signals within a half block of each other .
He described their business as being of
a high-volume , quick turn-over nature ,
which would suffer by elimination of
this access .
Councilman Rhodes moved to carry the matter over to February 14 , 1972 ,
to permit Staff to study alternatives . City Manager advised that Staff
had already considered a number of alternate solutions over a period of
time , and further , that with respect to suggestions for signals , expenditure
of funds was a consideration . On a long- term basis , he indicated there
would be recommendations under capital improvement program all along El
Camino Real , but that this was simply a proposal for a safety mechanism
in view of the 20 accidents during the past year at the intersection , of
which it was felt 13 could have been prevented . Councilman Henderson spoke
in support of this position , believing that it was desirable to proceed on
the basis of minimal expenditure for the purpose of providing safety . She
considered concerns expressed by business people as valid , and this would
require establishment of new travelling patterns . Councilman Williams
suggested installation of a temporary nature for a test period . City
Manager indicated that the proposal under consideration could be considered
temporary , being of small cost compared to the long- range proposed improve -
ments on El Camino Real . He also felt that signs would not have the
effectiveness of a barrier . In addition , there would be some question as
to whether the State Division of Highways would allow simply a sign to be
installed .
In response to an earlier reference to the Ravenswood -Menlo Avenue intersection
in Menlo Park , Police Chief advised that he had checked this with the State
and was informed they consider that intersection a total failure , and
intended to phase out the present plan and push Ravenswood through to
make one intersection . Further , they do not intend to place another
similar intersection on El Camino Real again .
Councilman Henderson moved to adopt RESOLUTION NO . 6663 DECLARING CHESTNUT STREET
FROM LATHROP STREET TO EL CAMINO REAL TO BE A ONE-WAY STREET , seconded by
Councilman Keckley . At suggestion of Councilman Henderson , Mayor Bury
requested that a report back. from Staff in six months be made . (Memo
1 - 18 -72 ) . Motion carried on roll call vote , Mayor Bury voting no , and
Councilman Petersen being noted absent .
1 - 17 - 72
