Councilman Norris ques - <br /> tioned whether the permit had been received from the Water Quality Control <br /> Board for the bell pipe installation at Redwood Shores . City Manager <br /> reported this item was listed in the proposed Capital Improvement Program <br /> to be reviewed since the Board Staff , after a review , had concluded City <br /> should make application under special provisions to the Board which would <br /> allow issuance of a permit without standards for a period of one year , City <br /> being required to sample during the year , and at end of that time an applica- <br /> tion be made for permanent certification of facilities . He stated next <br /> meeting would be on Friday with Board staff to go over the application now <br /> being proposed and then to be officially submitted to the Board for approval <br /> and hoped thereafter construction could be commenced as soon as possible . In <br /> reply to question of cost estimate , City Manager estimated installation at <br /> $ 68 , 000 , funding for which could be made possible from the GID 1 -64 park and <br /> recreation allocation , and that installation after r. contract awarded could be <br /> accomplished in sixty days . <br /> Councilman Henderson , noting the favorable decision , which seemed to have been <br /> secured for State funding for City ' s transit system due to the invaluable <br /> assistance of Assemblyman Arnett and Senator Gregori. o , felt it appropriate <br /> that Mayor Keckley communicate sincere a-aprecia: tion for their efforts .
