TO JEFFERSON TO APPROPRIATION FOR CROSSING PREDICTORS , BROADWAY AND <br /> JEFFERSON AVENUE RAIL CROSSINGS , seconded by Councilman Weymouth and <br /> carried on roll call vote . <br /> Staff report stated the City entered into an agreement April 21 , 1969 , <br /> with Southern Pacific to pay 50% of the costs , now itemized at <br /> S17 , 889 . 39 , but that the current project balance from the 1968 -69 <br /> Budget was only S12 , 650 . 00 and necessitated this additional sum of <br /> 35 , 239 . 39 to complete the funding due by the City . Councilman Henderson <br /> questioned the time span on this safety installation and whether it <br /> would have been possible for City to have set a time limit not only for <br /> safety , but probably increased costs , and asked , if acceptable to <br /> Council that when payment issued to Southern Pacific , Staff be requested <br /> to note these concerns . Council indicated their agreement to the sugges - <br /> tion . ( Memo 6 -13 -72 ) <br /> Report and recommendation of Ordinance Review Committee regarding request of <br /> Emerald Hills 4 -H Club . Councilman Weymouth , Chairman of. this Committee , <br /> asked that report be deferred to Councilmen Williams and Norris , since <br /> he had been unable to attend this last meeting . Councilman Williams <br /> reported of the review made of this request for an amendment to the <br /> City ' s Municipal Code to allow 4 -H Club members to keep certain types of <br /> animals and that the Committee unanimously recommended to the Council <br /> the following : <br /> 1 . Not to amend the Municipal Code to allow keeping of <br /> animals . This recommendation is based on the feeling <br /> that more problems would be created than solved . <br /> 2 . That the City not provide land for a 1t -H Club facility . <br /> 3 . That the 14--H Club attempt to locate a suitable parcel <br /> of land in a non- residential area on which a farm type <br /> of operation may be instituted ( similar to the Belmont <br /> operation) . <br /> 24 • That if the 4 -H Club locates an adequate site , the <br /> City then create a zoning district that , with adequate <br /> controls , would allow the activities desired by the <br /> 4 -H Club . <br /> Councilman Rhodes indicated his opposition to the recommendation as he <br /> felt keeping of two rabbits would be no more of a nuisance than ordin- <br /> ances presently allowing keeping of dogs or cats , and moved that an <br /> ordinance be introduced which would allow two rabbits , seconded by <br /> defeated . corrected 6 - 19-72 ) <br /> Councilman Leipzig . After further <br /> discussion of the review made by the Ordinance Review Committee and the <br /> reasons for the recommendations which were made indicating possibility <br /> of 4 -H Club to initiate a, farm type of operation might be possible as <br /> was being done in other cities which were cited previously by the group . <br /> 6 - 12 -72 <br />
