8Q <br /> Councilman Henderson suggested City might consider , rather than a <br /> motor pool , a "wheel pool " , making bicycles available for use in City <br /> business , <br /> After considerable further discussion , motion to award contract carried <br /> on roll call vote , <br /> Councilman Weymouth moved to adopt RESOLUTION NO . 67421 REJECTING BIDS <br /> RECEIVED FOR FURNISHING NON -PR7 IIUM LOW LEAD GASOLINE REQUIREMENTS <br /> FOR THE PERIOD JULY 1 , 1972 THROUGH JUNE 30 , 1973 ; AND AUTHORIZING NEW <br /> CALL FOR BIDS THEREFOR , seconded by Councilman Henderson and carried <br /> on roll call vote . <br /> Report of Transportation Committee ( Councilman Rhodes , Chairman , recommending <br /> approval of rate increase for Yellow Cab Company . ) Councilman Weymouth <br /> informed Council that following conversation with City Attorney , in <br /> view of the fact his company did accounting work. for Mid -Peninsula <br /> Cab Company , he would prefer not to participate in the discussion and <br /> to abstain from voting on the matter , <br /> Councilman i'Ji11 � ams advised that in view of similar business connections <br /> J� C <br /> with the Mid -Peninsula Cab Company , he would not participate in dis - <br /> cussions and would also abstain from voting in the matter . <br /> ( Councilmen Veymouth and Williams left the meeting briefly at B :42 p . m . ) <br /> Councilman Rhodes , Chairman of the Transportation Committee , reported <br /> that when the Cab Company brought its request to the Committee , it <br /> was referred to Staff to obtain an audit . The approximately 5% <br /> increase was considered by the Committee to be fair and in line with <br /> what other companies in the area were charging . <br /> Councilman Norris opposed the second recommendation in the audit <br /> report , that " future consideration to be given to the request that a <br /> plan be developed with a basic guideline to periodic small increases , " <br /> He felt that a public utility should be required to come before Council. <br /> on these matters , and increases should not be tied to cost of living . <br /> In response to question by Mayor Keckley , Councilman Rhodes advised <br /> that the City of Palo Alto did not require the cab company to come <br /> before Council , but could simply post their increase in rates . <br /> Councilman Leipzig , member of the Transportation Committee , indicated <br /> they did question policy relative to entertainment costs . In continuing <br /> discussion , Councilman Norris asked if the Capital Stock and Accumulated <br /> Earnings shown in the Balance Sheet were not out of line . City Controller <br /> responded they were not . He added they did question entertainment <br /> expenses and salaries in relationship to earnings , Councilman Henderson <br /> felt these were or sufficient importance to be considered before rate <br /> 6 - 19-72 <br /> Reg .
