Mayor Keckley noted the <br /> request had come in :four er five months previously, and a decision <br /> was not made by Council for lack of an audit . The delay was due to <br /> request for an audit , and he felt this fact should be considered , <br /> Councilman Henderson felt that standards should be established for <br /> review of franchises . Noting also that the applicant was not represented <br /> at the meeting , she felt that this was placing Council through the <br /> Committee of being in an advocacy role . Mayor Keckley suggested that <br /> Council could make its decision at this time regarding the rate <br /> increase , and then ask City Manager to bring in a recommendation as <br /> to _procedures for all franchises . <br /> Councilman Norris moved to deny the rate increase for Mid -Peninsula Cab <br /> Company , seconded by Councilman Henderson . Councilman Rhodes requested <br /> the motion be amended to continue the matter for one week to allow <br /> the applicant to be requested to be present . Councilman Henderson <br /> did not support the amendment to the motion, and felt that considera- <br /> tion could be postponed a month or six weeks . <br /> At request of Chairman Rhodes , City Manager advised it had been <br /> indicated to the Committee that the request had been under considera - <br /> tion since February and staff had been required to do a great deal <br /> of work never done before , but felt it was well invested . Further <br /> delay now would put staff in position of having to do another audit . <br /> The question of whether to grant an increase was a matter of Council <br /> decision , but there had been no opportunity to work up guidelines . <br /> Motion to deny the request ''AILED on roll call vote , Councilmen <br /> Leipzig , Rhodes and Mayor Keckley voting no ; Councilmen Henderson <br /> and Norris voting yes , and Councilmen Weymouth and Williams <br /> abstaining , <br /> Councilman Rhodes moved to approve the rate increase by introduction of <br /> Ordinance amending Section 33 . 32 of the Code cf_ the City of Redwood <br /> City , relating, to Schedule of Rates for Taxicabs , seconded by Councilman. <br /> Leipzig , and carried on roll call vote , Councilmen Leipzig , Rhodes and <br /> Mayor Keckley voting yes ; Councilmen Henderson and Norris voting no , and <br /> Councilmen Weymouth and Williams abstaining . <br /> Report of Ordinance Review Committee ( Councilman Weymouth , Chairman ) , <br /> recommending approval of rate increase for Peninsula. Cable TV and <br /> adoption of a Heritage Tree Ordinance . <br /> Councilman Weymouth , Chairman , recalled that the Peninsula Cable TV <br /> had been before Council about three months earlier requesting a rate <br /> increase through the Franchise Committee .
