Some of the concerns leading to previous <br /> denial of the increase had been taken care of , such as refunds of <br /> certain overcharges , and increased participation of the Cable TV <br /> company In community affairs , and proposals for educational programs . <br /> He noted that in the six years since award of the franchise , economic <br /> conditions had caused cost of operations to increase considerably , and <br /> the Committee asked them to have a representative present tonight . <br /> The Committee also went on record as favoring the requested rate <br /> increase . <br /> Councilman Rhodes asked what effect on income an increase in return <br /> from 4% to 5% would have . City Controller estimated this would amount <br /> to approximately $1750 additional per year . He added this also brought <br /> up the question of the Federal Communications Commission moving into <br /> francti-hi. se , and a legal cuestion of whether City could p_o beyond 1i% . <br /> Councilman Henderson noted that one of the Questions had been the <br /> matter of resolving economic problems through encouraging new sub - <br /> scribers . <br /> Mr . Charles Greiner , representing Peninsula Cable <br /> TV, advised the Company had endeavored to add to <br /> the subscriber account by strenuous sales campaign , <br /> and contacting apartment owners . As of December , <br /> subscriber account totaled 3 , 184, and as of June <br /> 1972 , 3 , 094 . He described the efforts and con- <br /> siderable sum spent in trying to add new subscribers . <br /> In the future , they propose new and ancillary <br /> services not possible until they have the necessary <br /> equipment available to them . This would include <br /> such things as burglar alarm service . <br /> Councilman Henderson felt there was not enough emphasis on quality of the <br /> picture . In vi_ et:1 of having 100 fewer subscribers , she also expressed <br /> concern that an increase in rates might result in further such loss . <br /> Mr . Greiner indicated that it was their belief the <br /> customer account would retain its level . He noted <br /> they had the investment and had everything to lose , <br /> unless they made the product attractive . <br /> Following additional discussion , Councilman Norris moved to introduce <br /> ordinance amending Section 7 of Ordinance No . 1329 relating to the <br /> rates and charges established for Community Antenna Television System <br /> Franchise , seconded by Councilman Williams . <br /> Councilman Henderson noted that the report indicated if Council approved <br /> a rate increase it would have to be submitted to the Federal Price <br /> Commission for approval . She felt increase of 26 . 3% was too great . <br /> Mr . Reuben Haynes , 119 Murray Court , asked what <br /> effect the rate increase would have on subscribers , <br /> and also what the increase would amount to . <br /> 6 - 19-72 <br /> Reg .
