8th <br /> Mayor Keckley advised that the present rate of P . 75 was proposed <br /> to be increased to $ 6 . 00 per month . Mr . Greiner restated his belief <br /> that the Increase would not have an effect on the number of sub - <br /> scribers . In response to question by Councilman Leipzig , Mr . Greiner <br /> advised that where there are disconnects , the company does attempt <br /> to learn why , and , in most cases , it is due to subscriber moving <br /> out of the community . Another reason was that they are finding <br /> some viewers are " channel -locked' , preferring to stay at one channel . <br /> Mayor Keckley , speaking against the motion , felt the increase was <br /> excessive and that it should be kept within the Government ' s guide - <br /> limes . Councilman Weymouth felt that in the period the Company has <br /> had its franchise , the cost of living has increased substantially <br /> and ti at the requested increase was therefore justified ; since <br /> there had been none since the initial Ordinance was adopted . Council- <br /> man Williams felt that the facts presented in the report and review <br /> or financial information justified the increase . Councilman Weymouth <br /> concurred that the facts were borne out in the report . <br /> Motion to introduce the Ordinance FAILED on roll call vote , Councilmen <br /> Henderson , Leipzig , Rhodes and Mayor Keckley voting no , and Councilmen <br /> Norris , Weymouth and Williams voting yes . <br /> Councilman Henderson moved that Staff be instructed to prepare guidelines <br /> for Council use in considering franchise rate changes , seconded by <br /> Councilman Leipzig . <br /> Motion carried on Roll call vote , Councilmen '. leym.outh and Williams <br /> voting no . (MINUTE ORDHR #72 -126) <br /> With reference to the proposed Heritage Tree Ordinance , Councilman <br /> Weymouth commented that a change had been made in the draft concerning <br /> the matter of appeal from Council to Park and Recreation Commission , <br /> where it was felt it rightfully belonged . <br /> Mayor Keckley invited Mrs . Dorothea Terrill , retiring member of Para.. <br /> and Recreation Commission, to speak . <br /> Mrs . Terrill advised this was an idea she had been <br /> thinking about and working on for many years , be- <br /> ginning with an article in the Tribune inviting <br /> everyone to a bonfire in Farm Hills where new <br /> housing was to be built , and the trees removed <br /> were to be burned , She saw a number of beautiful <br /> trees destroyed , so began looking around the City <br /> and realized there were many fine trees . The <br /> opportunity to serve on the Park and Recreation <br /> Commission allowed her to bring the Ordinance to <br /> Council . <br /> Councilman Williams moved to introduce Ordinance adding Chapter 35 to the <br /> Code of the City of Redwood City , relating to the preservation of trees , <br /> seconded by Councilman Henderson and carried . <br /> 6 - 19-72 <br /> TT <br /> Reg .
