84 <br /> Mr . Sidney Herkner , 55 Turnsworth , questioned the <br /> effect the ordinance would have on trees in one ' s <br /> own yard , <br /> Mayor Keckley responded that as he understood it , the Ordinance would <br /> require permission in any case . City Attorney added that the Ordinance <br /> did specify dimensions of the trees and/or certain other criteria , <br /> and affirmed that it was effective on private property . Removal of <br /> such trees would require a permit , but it was noted there are safe - <br /> guards in the Ordinance , allowing denials to be appealed to Park and <br /> Recreation Commission , or ultimately , to the Council . <br /> Mrs , Terrill advised that what this Ordinance would try to do is <br /> instill pride , and if there is a good reason to cut a tree in a <br /> private yard , she didn ' t believe there would be a problem getting <br /> a permit . <br /> William Floyd , 459 Center Street , stated for the record that <br /> the Planning Commission strongly endorsed the Ordinance . <br /> Department of Recreation - Sailing Program <br /> Park and Recreation requested establishment of a sailing program , <br /> necessitating a capital expenditure of $2 , 800 , which funds were suggested <br /> to be transferred from current surplus year-end Budget . Councilman <br /> Weymouth noted that the program would be carried on three days per <br /> week at the Marina and three days at Redwood Shores , and wondered <br /> whether for transportation reasons this could not be successive <br /> weeks , rather than days , In the discussion, Councilman Norris sug- <br /> gested that he would not recommend storage in the open , advising that <br /> Redwood Shores had several El Toros several years ago , which were <br /> damaged by vandals . <br /> Councilman Norris moved to adopt RESOLUTION NO , 6715 TRANSFERRING $3 , 000 <br /> FROM APPROPRIATION FOR PAYMENT OF SALARIES , RECREATION DEPARTMENT , TO <br /> APPROPRIATION FOR CAPITAL EXPENDITURES , RECREATION DEPARTMENT , seconded <br /> by Councilman Henderson and carried on roll call vote . <br /> CONSENT CALENDAR : <br /> ( a ) ACCOUNTS PAYABLE , Nos . 90713 to 90835 , inclusive , totaling <br /> $199 , 100 . 70 . ( Council action will approve accounts for payment <br /> by the City ) <br /> (b ) Request for approval of attendance by Councilman Norris at <br /> Seminar on June 28 in Burlingame , of San Mateo County Develop - <br /> ment Association , on Economic Impact of Crime . <br /> As a matter of information , Councilman Rhodes advised that he hoped to <br /> represent the City at meeting of Safety Council , June 28 , <br /> Councilman Henderson moved to approve CONSENT CALENDAR , Items ( a ) and (b ) , <br /> seconded by Councilman Norris and carried .
