84 Mr . Sidney Herkner , 55 Turnsworth , questioned the effect the ordinance would have on trees in one ' s own yard , Mayor Keckley responded that as he understood it , the Ordinance would require permission in any case . City Attorney added that the Ordinance did specify dimensions of the trees and/or certain other criteria , and affirmed that it was effective on private property . Removal of such trees would require a permit , but it was noted there are safe - guards in the Ordinance , allowing denials to be appealed to Park and Recreation Commission , or ultimately , to the Council . Mrs , Terrill advised that what this Ordinance would try to do is instill pride , and if there is a good reason to cut a tree in a private yard , she didn ' t believe there would be a problem getting a permit . William Floyd , 459 Center Street , stated for the record that the Planning Commission strongly endorsed the Ordinance . Department of Recreation - Sailing Program Park and Recreation requested establishment of a sailing program , necessitating a capital expenditure of $2 , 800 , which funds were suggested to be transferred from current surplus year-end Budget . Councilman Weymouth noted that the program would be carried on three days per week at the Marina and three days at Redwood Shores , and wondered whether for transportation reasons this could not be successive weeks , rather than days , In the discussion, Councilman Norris sug- gested that he would not recommend storage in the open , advising that Redwood Shores had several El Toros several years ago , which were damaged by vandals . Councilman Norris moved to adopt RESOLUTION NO , 6715 TRANSFERRING $3 , 000 FROM APPROPRIATION FOR PAYMENT OF SALARIES , RECREATION DEPARTMENT , TO APPROPRIATION FOR CAPITAL EXPENDITURES , RECREATION DEPARTMENT , seconded by Councilman Henderson and carried on roll call vote . CONSENT CALENDAR : ( a ) ACCOUNTS PAYABLE , Nos . 90713 to 90835 , inclusive , totaling $199 , 100 . 70 . ( Council action will approve accounts for payment by the City ) (b ) Request for approval of attendance by Councilman Norris at Seminar on June 28 in Burlingame , of San Mateo County Develop - ment Association , on Economic Impact of Crime . As a matter of information , Councilman Rhodes advised that he hoped to represent the City at meeting of Safety Council , June 28 , Councilman Henderson moved to approve CONSENT CALENDAR , Items ( a ) and (b ) , seconded by Councilman Norris and carried .
