104 <br /> On the question , Councilman Henderson inquired whether Mr . Smith <br /> was aware that he was required to be present in order for the <br /> application to be considered , and City Controller responded <br /> affirmatively . Councilman Henderson suggested that action on <br /> the motion be delayed for a few minutes in the event Mr . Smith <br /> or his representative was delayed . During brief discussion <br /> City Controller indicated that he had the impression Mr . Smith <br /> probably would be unable to be present , but that Mrs . Smith <br /> might appear in his stead . Mayor Keckley ordered that further <br /> action would be deferred until 10 : 10 a . m . In response to <br /> question by Councilman Rhodes , Cit y Controller advised that <br /> tax rate in the previous year was approximately $ 7 . 00 per <br /> $ 100 A .
