104 On the question , Councilman Henderson inquired whether Mr . Smith was aware that he was required to be present in order for the application to be considered , and City Controller responded affirmatively . Councilman Henderson suggested that action on the motion be delayed for a few minutes in the event Mr . Smith or his representative was delayed . During brief discussion City Controller indicated that he had the impression Mr . Smith probably would be unable to be present , but that Mrs . Smith might appear in his stead . Mayor Keckley ordered that further action would be deferred until 10 : 10 a . m .
