127 <br /> Following brief additional discussion , adoption of the resolution <br /> LOST on roll vall vote , Councilmen Henderson, Leipzig , Norris and <br /> Williams voting no ; Councilman Weymouth and Mayor Keckley voting <br /> yes , and Councilman Rhodes being noted absent . <br /> Councilman Norris moved to DENY the exception requested , seconded by <br /> Councilman Henderson and carried on roll call vote , Councilmen <br /> Henderson, Leipzig , Norris and Williams voting yes ; Councilman <br /> Weymouth and Mayor Keckley voting no , and Councilman Rhodes being <br /> noted absent . (MINUTE ORDER #72 -148 ) <br /> Request of Peninsula Covenant Church for an Encroachment Permit . <br /> Permit is for the purpose of placing a foot bridge to join the <br /> church property with that of the Swim and Tennis Club , as an <br /> alternative to a Use Permit to place fill in a canyon separating <br /> the two properties , which was denied by Planning Commission on <br /> May 2 , 1972 , <br /> Reverend Paul Larsen, 803 Shepard Way, Senior <br /> Minister of Peninsula Covenant Church , briefly <br /> reviewed the history of the efforts to join <br /> the church property with that of the Swim and <br /> Tennis Club , and denial of their request for a use <br /> permit for land fill for reasons of environmental <br /> concern . Their new plans call for a 12i-foot <br /> wide foot bridge , and were asking for 40-foot length <br /> to allow for architectural latitude . The new <br /> facilities would provide services of benefit to the <br /> community . In response to question by Councilman <br /> Leipzig , he indicated it was anticipated use by current <br /> members may continue for about two years , and they <br /> hoped to save at least three of the tennis courts <br /> and some use of the pool for the public . <br /> After brief additional discussion , Councilman Henderson moved <br /> to adopt RESOLUTION NO , 6775 APPROVING AND AUTHORIZING EXECUTION <br /> OF REVOCABLE ENCROACHMENT PERMIT RELATING TO CONSTRUCTION AND <br /> MAINTENANCE OF PEDESTRIAN FOOTBRIDGE OVER CERTAIN CITY-OWNED <br /> REAL PROPERTY, seconded by Councilman Norris and carried on roll <br /> call vote , Councilman Rhodes being noted absent . <br /> Parking Lot Improvements - Municipal Marina . Cityls agreement with <br /> Charley Brown Restaurant required that City provide adequate <br /> lighting for the parking area . Plans and specifications had <br /> been prepared by Public Works Department and were recommended <br /> for Council approval . <br /> Councilman Williams moved to adopt Resolution approving plans and <br /> specifications for the installation of electroliers on Municipal <br /> Marina Parking Lot and authorizing City Clerk to call for bids <br /> therefor , seconded by Councilman Norris , <br /> 8/7/72 <br /> Reg . Mtg . <br />
