128
Councilman Henderson questioned whether the fixtures would be
similar to those of the restaurant . Acting Deputy Director of
Public Works Sennewald responded they would not , and agreed that
the Charley Brown Restaurant fixtures were attractive , but did
not produce any light . He displayed a large sketch of the pro-
posed electroliers and commented on his discussions with City
Manager , who wanted sometling functional , but attractive . Council -
man Henderson stated she was not convinced a lot of lighting
was needed . Assistant City Manager advised that the intensity
of lighting could easily be changed by the number of luminaires .
The masthead with halyards design was intended to fit in with
the area . Acting Deputy Director of Public Works noted that it
had been anticipated there might be a question as to lighting
levels and definition of what "adequate " was . He reviewed
recommended standards of the Illuminating Engineering Society
of lighting levels for various types of lighting situations ,
including two to five foot - candle levels for parking lots .
Lighting level recommended by Public Works would provide lighting
in the low range .
Councilman Henderson noted that the Marina Committee had considered
this question and pursued the possibility of fixtures similar to
the restaurant , but not as expensive , and indicated she was not
prepared to accept the present proposal . Acting Deputy Director
of Public Works responded to a number of questions by Council ,
relative to pole height , life expectancy of the ropes , recommended
heights of the light fixtures , etc . He pointed out that it is
recommended to have a greater light level in parking lots for
safety reasons than those on residential streets , and that those
proposed were at the lower end of the range recommended . He
also stated that placement of the light higher allows the light
to distribute itself over a broader area , rather than having
bright spots immediately below .
Councilman Henderson felt that it would be preferable for Council
not to take action until there had been an opportunity to examine
the potential of doing the entire visitor parking area .
Motion to adopt the resolution LOST on roll call vote , Councilmen
Henderson , Leipzig , Norris and Mayor Keckley voting no ; Councilmen
Weymouth and Williams voting yes , and Councilman Rhodes being noted
absent .
8/7/72
Reg . Mtg .
