I 3 5 <br /> Foster City and Marine World Parkway in Redwood Shores . Staff <br /> expressed serious concern to this proposal and are holding a <br /> request from Foster City for the deannexation of property lying <br /> within the Estero Municipal Improvement District until the matter <br /> is resolved to their satisfaction . A study is in progress to <br /> determine if the traffic volume on Woodside Road has reached a <br /> level to suggest the elimination of on-street parking , thus pro- <br /> viding three lanes in each direction . Traffic counts have exceeded <br /> those of El Camino Real and range from 47 , 000 near Cypress to <br /> 33 , 000 at Alameda de las Pulgas . Public Safety : On August 3rd , <br /> a flammable liquid , later determined to be Divinyl Benzene , was <br /> discovered in the City storm drain system . Following investigation , <br /> it was determined that the Benzene emanated from Diamond Shamrock . <br /> Approximately 500 gallons of the chemical was pumped from the <br /> Broadway pump station . Some Benzene entered the slough paralleling <br /> the Bayshore Freeway to the rear of the Harbor Village mobile home <br /> park, killing a number of mosquito fish . <br /> City Manager briefly reviewed the Community Progress Report . He <br /> mentioned staff was currently involved in a draft proposal with <br /> San Mateo , Belmont , and Foster City re Marine World Parkway inter- <br /> section , this being a very critical area in terms of traffic load . <br /> Councilman Henderson questioned the amount of building permits <br /> left in Redwood Shores and if there was any indication of when <br /> the ban would be in effect . City Manager stated the ban was in <br /> effect now and there waxld be no more permits until the matter of <br /> Water Reservoir and the Sewage Treatment facilities are resolved . <br /> Councilman Henderson also questioned the possible eviction from <br /> the Hall of Justice for a meeting place , City Manager stated <br /> this would probably occur about September 15th . The City is in <br /> the process of making changes in the Veterans Memorial Building <br /> Theater to accommodate Council meetings . He commented in response <br /> to question that permission had not been received for the Belpipe <br /> for Redwood Shores from Regional Water Quality Control Board . <br /> The Corp of Engineers has been very cooperative . It was suggested <br /> by Council that developments be reported on by the time cf the <br /> next Community Progress Report .
