136 <br /> District to "CG" (General Commercial ) District , property described <br /> as area bounded by Veterans Boulevard , Walnut Street , Bayshore <br /> Freeway , and Maple Street , consisting of approximately 11 . 69 acres <br /> of land , declared open and affidavits of publication and mailing <br /> ordered filed . <br /> Communications were noted received from the following : Eltinge , <br /> Graziadio & Sampson Development Company , transmittal of analy- <br /> sis of the impact of a K-Mart Discount Store upon Central Business <br /> District ; Redwood City Chamber of Commerce Board of Directors , <br /> expressing support of the application ; S . S . Kresge Company ex- <br /> pressing interest in locating a K-Mart Discount Store in vicinity <br /> of Redwood City and requesting favorable consideration on rezoning . <br /> Mayor Keckley asked for comments by Staff , if any . Speer McClellan <br /> of the Planning Department advised that S . S . Kresge Company was <br /> interested in the site which was not disclosed at the Planning <br /> Commission presentation . A slight difference in maps being pre - <br /> sented was noted in that the application was for the whole parcel , <br /> but there appeared to be a small section deleted in one corner on <br /> the parcel map submitted to Council . It was suggested that perhaps <br /> the applicant would be able to comment on this . <br /> Mayor Keckley invited the applicant to come forward . <br /> Mr . Robert J . Costello , 525 Marshall , attorney <br /> representing owner of the property , United <br /> Artist Theaters Circuit , Inc . , and Eltinge , <br /> Graziadio & Sampson, proposed purchasers thereof . <br /> Mr . Costello felt that the question of the portion <br /> of land being deleted could possibly be better <br /> explained by representative of the Eltinge organi - <br /> zation . Negotiations with the Eltinge organization <br /> have been going on for about the last three years . <br /> He commented on the substantial amount of back- <br /> ground material that no doubt Council was familiar <br /> with . He brought out since the property was zoned <br /> "IP " ( Industrial Park ) in. 1964 it has remained <br /> undeveloped . The use of the site as General <br /> Commercial property can be expected to result in <br /> a much higher assessed valuation than that of the <br /> present undeveloped area . <br /> He reviewed the two basic commercial zones in the <br /> City , one being the "CB " or Central Business Dis- <br /> trict ( downtown area ) and the other , "CG " or <br /> General Commercial District . Mr . Costello quoted <br /> Section 15 . 1 of the Zoning Ordinances , Article 15 , <br /> "CG " General Commercial District , Pur ose : "To <br /> provide a district for commercial uses w ich do <br /> not specialize in serving the pedestrian shopper <br /> but rather, because of the character of their <br /> product or service , are more appropriately located <br /> along thoroughfares or away from the central <br /> shopping districts where more land is available <br /> or where special facilities can be provided for <br /> the performance of their function . " He stated <br /> he could not conceive a more appropriate application <br /> 8/14/72 <br /> Reg . Mtg . <br />
