Howard <br /> Palmer , Partner in the firm of Eltinge , <br /> Graziadio & Sampson , Los Angeles , who addressed <br /> himself to the relationship with Kresge and the <br /> proposed development , its nature , trade , site <br /> and what it would consist of . The S . S . Kresge <br /> Company has conducted detailed analyses of the <br /> peninsula trading area for over a year and has <br /> concluded that Redwood City or a neighboring <br /> city would be the most desirous location for <br /> a K-Mart store . The site is located with freeway <br /> exposure . It is near the Central Business <br /> District . The store would draw from a trade <br /> area of approximately 200 , 000 people , approxi - <br /> mately five or six miles both north and south of <br /> the freeway from this site . Location of the <br /> proposed K-Mart is such that a large percentage <br /> of sales will probably come from non-Redwood <br /> City residents . The K-Mart itself would represent <br /> a quality, full line department store . There <br /> will be no co- tenancy because of the smallness of <br /> the site . The proposed development will create <br /> employment and Sales Tax revenues realized from <br /> this type of a commercial -retail establishment ,estimated retail sales of $10 Million, will <br /> benefit the entire community and its residents . <br /> He discussed the bringing in of a Retail Economist <br /> to do a study to determine the impact on the down- <br /> town area , which has been distributed to Council . <br /> Conclusion was if the Kresge Company came to Red - <br /> wood City the downtown business retail business <br /> would not only remain the same but should improve . <br /> The focusing of retail activity into a general <br /> area usually helps everybody . Mr . Palmer intro- <br /> ducted Mr . Ed Craker , representing the Architectural <br /> Staff of Eltinge , Graziadio & Sampson Development <br /> Company , living at 1840 West Imperial Avenue , <br /> Los Angeles , who discussed the physical architec - <br /> tural characteristics of the Center . The land - <br /> scaping will be such that it will not only <br /> beautify the area but will shelter the open <br /> parking area from view . Renderings were displayed <br /> for Council to show various sites around the Bay <br /> Area under construction or completed . He explained <br /> the architectural characteristics , flexibility and <br /> variations of the designs they have . Mr . Palmer <br /> concluded the presentation by pointing out that <br /> they try to design their development so as to work <br /> within the theme of the city itself . Plans call <br /> for a total gross building size of roughly <br /> 95 , 000 square feet on one level . He briefly <br /> summarized the economic effect on the community <br /> of such a rezoning . <br /> Mayor Keckley pointed out the very stringent architectural controls <br /> and strict sign ordinance provisions in Redwood City , which they <br /> would have to work with very closely . In answer to question about <br /> the small area of the plan that has been set aside for future con- <br /> struction , Mr . Palmer remarked they did not want to lease that part <br /> to the Kresge Company, and was removed from their lease provision <br /> with their approval . In time they would like to possibly make use <br /> of this corner for a bank , restaurant , service station , office building <br /> or any number of things . Their desire is to get a multiple bank chain <br /> and utilize the space accordingly . Mayor Keckley mentioned that <br /> obviously that was a very beautiful corner for a service station but <br /> indicated this would be undesirable in view of the number of service <br /> stations already existing .
