138 <br /> Mr . Costello noted that the developer had been advised that this <br /> particular zoning does not entitle them as a permitted use to <br /> have a service station . <br /> Mr . Joseph Moll , 1047 Whipple Avenue , Redwood <br /> City , President of the Chamber of Commerce , <br /> spoke in favor of the application , citing some <br /> of the benefits to the City and business community <br /> from allowing the proposed development . <br /> Mr . Mitchell Webber , 1458 Hudson, Redwood City , <br /> commented on the non -availability of Industrial <br /> Park parcels , most of it having been already <br /> developed . He felt the present zoning should be <br /> preserved . <br /> In answer to Councilman Henderson ' s question regarding the possi - <br /> bility of the Council in the future being able to change back <br /> the zoning , City Attorney indicated that this being a legislative <br /> act of the Council it can be changed by future acts of the Council . <br /> The question was asked of the appellant by Councilman Henderson <br /> as to the proposed time table for development . It was stated <br /> construction would begin inside of a year and estimated to take <br /> 18 months to complete . <br /> Mr . Vince Buckhout , 750 Hamilton Street , felt <br /> that rezoning could be a blow to the downtown <br /> business area . He commended the efforts of <br /> City Manager in initiating the 5 -year capital <br /> improvement program and felt decision should <br /> be deferred pending development of the plan . <br /> Mr . Bob Nosek , Manager of Schneider ' s Apparel <br /> Store , 2198 Broadway , commented on the lack of <br /> improvements in the downtown area of Redwood <br /> City . He too thought the five -year plan gave <br /> the merchants some hope for the future . <br /> Councilman Weymouth asked what kind of impact did Mr . Nosek think <br /> would be felt if the rezoning was denied and this business went <br /> to a neighboring city . Mr . Nosek felt wherever the new organi - <br /> zation went it would hurt the business in the immediate area . <br /> Mr . Hugh Green , 1970 Redwood Avenue , Redwood City , <br /> a merchant in the shopping area , expressed concern <br /> about the removal of the street parking on El Camino , <br /> between Whipple and Oak Avenue , according to the <br /> City Manager ' s five -year plan and that the automobile <br /> dealers would then be looking for appropriately <br /> zoned areas to relocate . <br /> Mr . Ernie Winkle , 1296 Foothill , Redwood City , <br /> spoke in opposition to the application . <br /> Mr . Ben Goldsmith , businessman , downtown Redwood <br /> City , expressed concern regarding Parking Meter <br /> Bonds which have eight years to go and that the <br /> K-Mart would not be brought into the immediate <br /> downtown area . Southern Pacific had on the <br /> market nine acres of land he believed to be <br /> still available , in which area the merchants <br /> would welcome the Kresge Company , as that would <br /> be the basis of building up the business community . <br /> 8/14/72 <br /> Reg .
