139 <br /> Councilman Weymouth clarified the facts about the drainage , water , <br /> and sewer bonds that were brought up by Mr . Winkle . <br /> Mr . Fred Clarke , 2211 Broadway , Redwood City, <br /> commented that the downtown area needs improve - <br /> ments and many merchants are at the point of <br /> lease expiration , and he was in the process of <br /> improving the front of his store . Competition <br /> in the peripheral area of downtown would make <br /> it difficult for people who would like to <br /> improve their stores and continue to present a <br /> good face to Redwood City . He asked that Council <br /> not approve the application . <br /> Councilman Henderson mentioned that downtown business areas of <br /> the nearby communities seem to have regenerated themselves after <br /> the so-called " satellite " stores have come into their areas . <br /> Mayor Keckley invited further comment from the audience for <br /> either side . <br /> Mr . Don Hager , a " fringe " downtown <br /> merchant4 852 Walnut , commented on the <br /> very active Chamber of Commerce and their <br /> encouragement of new businesses . He felt <br /> that improvement from the standpoint of <br /> large corporations would be advantageous <br /> to the community at large , and supported the <br /> rezoning request . <br /> Walter Small , 3832 Vineyard Drive , Redwood City, <br /> suggested perhaps the real issue was how many dis - <br /> count outlets can our area support . He spoke in <br /> opposition to the rezoning application . <br /> Mr . Webber quoted from the Livingston-Blaney <br /> Report of 1964 , which stated there was a <br /> lack of compaction of the downtown area . This was <br /> alleviated by limiting the commercial development <br /> outside of downtown area to neighborhood servicing <br /> businesses . Opponents were asking only that <br /> zoning remain as it exists . <br /> Mr . Ed Keller expressed =cern as to whether Kaiser <br /> Hospital , adjacent , had been contacted . <br /> There being no further discussion or communications , Councilman <br /> Weymouth moved that the public hearing be closed , seconded by <br /> Councilman Rhodes , Councilman Norris asked that the Plot Plan <br /> and any other documentary material concerning this hearing be <br /> filed with the City Clerk , Motion carried . <br /> Councilman Leipzig moved to introduce Ordinance adding Section 60 . 1 . 2 <br /> to Ordinance No . 1130 , the Redwood City Zoning Ordinance , rezoning <br /> property in the vicinity of Veterans Boulevard , Walnut Street , <br /> Bayshore Freeway , and Maple Street , seconded by Councilman Hender- <br /> son and carried on roll call vote . <br /> Councilman Henderson commented that in the Planning Commission reports <br /> there was some discussion of " CP" ( Commercial Park) zoning which , <br /> while not applicable to the question before them , was something <br /> very important to be considered .
