X41 <br /> 456 Main Street , one -story wood frame dwelling , 894 sq . ft . - other <br /> buildings across Main Street are wooden sheds , dilapidated fences , <br /> storage containers and debris on property . <br /> The appraised value of the garage is $2 , 550 ; Assessed Value is <br /> $640 . The appraised value of the dwelling is $3 , 300 , Assessed <br /> Value is $825 and the other structures appraised value of $1 , 450 <br /> and Assessed Value of $362 . County Assessor ' s records indicate <br /> the permanent buildings to have been erected sometime between <br /> 1910 and 1920 . The Application of these proceedings and the docu - <br /> ments have been filed with the City Clerk for the record , relating <br /> to the inspections that were made and the notices given to the <br /> owners of the property . The Building Department initiated inspection <br /> procedures considering the obvious deterioration of the structures , <br /> and permission from the owners was requested to inspect the premises <br /> and prepared the subsequent reports , In company with Mr . Salaman <br /> and Fire and Health Department Inspectors the necessary inspecns <br /> were performed . Compilation of the inspection reports were forwarded <br /> to the owner requesting an action for self-abatement of the deficient <br /> conditions . Further conference with Mr . Salaman was held and the <br /> Department requested specific detailed assurance and owner commit- <br /> ment to self-abate the nuisances by July 31 , 1972 . The Department , <br /> not having received a formal program for owner-abatement by July 31 , <br /> 1972 , posted the buildings with "Notice to Abate Nuisance " on August <br /> 1 , 1972 . The consideration to the current construction costs and <br /> the age and extensive number of deficiencies of the buildings in <br /> question , led to the Department ' s opinion that rehabilitation is <br /> not economically feasible . Clean-up and demolition costs for all <br /> constructions involved are estimated between $2 , 000 and $2 , 500 . <br /> The recommendation , due to the extensive degrees of substandardness <br /> and unsafe conditions as outlined , is abatement by demolition . <br /> In answer to Councilman Norris ' question regarding the statement <br /> in the report to Council that abatement by rehabilitation was not <br /> possible because of its location in Fire Zone No . 1 , Chief Building <br /> Official Gyselbrecht stated that because the buildings are so <br /> badly deteriorated it is just not feasible to rehabilitate them <br /> at all . If the owners chose to reconstruct the buildings and call <br /> it rehabilitation , they would not be permitted to reconstruct the <br /> building with the type of materials as used now , and would have to <br /> be in compliance with construction requirements for Fire Zone No . 1 . <br /> 8/14/72 <br /> Reg .
