Siegel advised he was there to request the <br /> Council not to enter into the annexation agrees <br /> ment . <br /> Because Local Agency Formation Commission (LAFC ) <br /> did not have an open hearing which , by law , they were <br /> not required to , these County residents did not <br /> have an opportunity to speak . Therefore , <br /> Attorney Siegel asked that the matter be <br /> referred back to LAFC with recommendation that <br /> they hold a public hearing onthis matter . <br /> There was some discussion regarding the fact that LAFC is only con- <br /> cerned with annexation aspect and not use of the property . Councilman <br /> Henderson informed Council that -- although a member of LAFC - - she <br /> did not participate in the voting for annexation because of the in- <br /> volvement of Redwood City . <br /> Mr . Dan Freidman , 127 Franklin , Redwood City , <br /> felt it was totally unnecessary for Redwood City <br /> to annex this land . <br /> Mayor Keckley proceeded to highlight some of the provisions of the <br /> Agreement and again noted the commitment by Mr . Lalanne to place on <br /> deposit $ 1 , 500 to be used by the existing tenants for moving expenses . <br /> There was some discussion as to what commercial traffic would be <br /> allowed on Northumberland going to and from the warehouse . <br /> Lillian Mathews , 169-A Northumberland , a <br /> resident of 13 years . She felt the buildings were <br /> not as old as Council was given to believe and <br /> expressed objections to eviction because of the <br /> costs . She was reminded by Mayor Keckley that <br /> there was money available by the owner for displaced <br /> residents ' expenses . <br /> Mr . Joaquin R . Hernandez , 2. 850 Devonshire Avenue , <br /> expressed concern about after effects on the area <br /> if it is annexed . He felt he had not been properly <br /> notified and was reminded notices were mailed to owners <br /> of property within 300 ' radius . <br /> Mr . Myron Filene , 410 Park Street , Redwood City , <br /> felt the City was trying to put profit before <br /> people . <br /> Following brief additional discussion , Councilman Weymouth moved to <br /> adopt RESOLUTION NO . 6781 APPROVING AND AUTHORIZING EXECUTION OF <br /> ANNEXATION AGREEMENT - DUMBARTON OAKS NO . 1 ON NORTHUMBERLAND AVENUE, <br /> seconded by Councilman Henderson . <br /> Maxim Rice , 1756 Broadway , Apt . 8 , representing <br /> the "Land for People " organization , felt qualified <br /> to state the houses were not more than 20 years <br /> old . He suggested this type of annexation would <br /> tend to encourage speculation in this area . He <br /> noted the Housing Concerns Committee had been <br /> discussing how critical the shortage of low and <br /> moderate income housing was , and urged the City <br /> Council to vote against annexation of this property . <br /> 8/14/72 <br /> _ Reg .
