Siegel advised he was there to request the
Council not to enter into the annexation agrees
ment .
Because Local Agency Formation Commission (LAFC )
did not have an open hearing which , by law , they were
not required to , these County residents did not
have an opportunity to speak . Therefore ,
Attorney Siegel asked that the matter be
referred back to LAFC with recommendation that
they hold a public hearing onthis matter .
There was some discussion regarding the fact that LAFC is only con-
cerned with annexation aspect and not use of the property . Councilman
Henderson informed Council that -- although a member of LAFC - - she
did not participate in the voting for annexation because of the in-
volvement of Redwood City .
Mr . Dan Freidman , 127 Franklin , Redwood City ,
felt it was totally unnecessary for Redwood City
to annex this land .
Mayor Keckley proceeded to highlight some of the provisions of the
Agreement and again noted the commitment by Mr . Lalanne to place on
deposit $ 1 , 500 to be used by the existing tenants for moving expenses .
There was some discussion as to what commercial traffic would be
allowed on Northumberland going to and from the warehouse .
Lillian Mathews , 169-A Northumberland , a
resident of 13 years . Hernandez , 2. 850 Devonshire Avenue ,
expressed concern about after effects on the area
if it is annexed . He felt he had not been properly
notified and was reminded notices were mailed to owners
of property within 300 ' radius .
Mr . Myron Filene , 410 Park Street , Redwood City ,
felt the City was trying to put profit before
people .
Following brief additional discussion , Councilman Weymouth moved to
adopt RESOLUTION NO . 6781 APPROVING AND AUTHORIZING EXECUTION OF
ANNEXATION AGREEMENT - DUMBARTON OAKS NO . 1 ON NORTHUMBERLAND AVENUE,
seconded by Councilman Henderson .
Maxim Rice , 1756 Broadway , Apt . 8 , representing
the "Land for People " organization , felt qualified
to state the houses were not more than 20 years
old . He suggested this type of annexation would
tend to encourage speculation in this area . He
noted the Housing Concerns Committee had been
discussing how critical the shortage of low and
moderate income housing was , and urged the City
Council to vote against annexation of this property .
8/14/72
_ Reg .
