Councilman Hendersonts question in regard to the funding was clarified by the City Manger in that the funds do not have to be transferred but are available in existing funds . It was also stated that the Council would get not only the scope of work as it proceeded but also have the figure invdved . It was decided that because of the potential magnitude of Phases 3 and 4 that the option should be made available as to Council ' s approval of expenditures involved , also to leave the option available as to the firm to conduct this service . City Manger suggested that upon approval of Phases 1 and 2 , which would be the scope of current agreement , a proviso be included that the City might call on the consultant to do Phases 3 and 4 , and then instruct the Manager ' s office to report back to the Council at the conclusion of Phases 1 and 2 before proceeding with Phases 3 and 4 , which Council agreed . (Memo 9/12/72 ) It was brought to Council ' s attention by Councilman Norris that the residents of Redwood Shores wanted to congratulate the City for taking this forward step . As a result of another request from officials of the College , the Transportation Committee has reviewed and recommend a proposal as submitted to the Council . Councilman Rhodes commented that at least 50% of the students enrolled at Canada College are residents of Redwood City and was hopeful of success of this experiment .
