Sears briefly commented on criminal <br /> institutions and his personal expera <br /> iences . <br /> Mr . Patrick Leyden, 626 Emerald Hill <br /> Road , Redwood City , expressed his con- <br /> cern in hearing the previous comments re - <br /> garding the security problem in the <br /> County facilities , <br /> Debbie Jauregui of 248 - 4th Avenue , <br /> of the Redwood City Housing Group , <br /> expressed her delight in finding out <br /> the Council had to be relocated . <br /> Motion carried on roll call vote , Councilman Leipzig being noted <br /> absent . <br /> Report of Bid opening , TOPICS Project - Phase I , Part 1 -Farm Hill Boule- <br /> vard Traffic Signals , and Part 2 -Alameda de las Pulgas -Jefferson <br /> Avenue Widening & Traffic Signals . <br /> Staff recommended award of bid to Rosendin Electric , Inc . , San Jose , <br /> the low bidder , in the amount of $101 , 405 . 00 . Approval by State <br /> Division of Highways had been received . (Report to Council was <br /> submitted . ) <br /> Councilman Williams moved to adopt RESOLUTION NO , 6795 AWARDING CONTRACT <br /> FOR ' TOPICS ' IMPROVEMENT PROJECT -r PHASE 1 , PARTS 1 AND 2 ; REJECT- <br /> ING ALL OTHER BIDS RECEIVED ; AUTHORIZING EXECUTION OF CONTRACT FOR <br /> SAID WORK ; AND , DIRECTING RETURN OF SECURITY DEPOSIT, seconded by <br /> Councilman Weymouth . <br /> Mr .
