17 0 <br /> overhead wires and to underground them , and that the utility companies <br /> had consented to the abandonment . <br /> There being no communications or oral discussion , Councilman Weymouth <br /> moved to close the public hearing, seconded by Councilman Williams <br /> and carried . <br /> Councilman Weymouth moved to adopt RESOLUTION NO , 6800 VACATING AND <br /> ABANDONING EASEMENTS FOR PUBLIC UTILITIES PURPOSES AND WIRE CLEAR- <br /> ANCE PURPOSES IN LOT 16 , BLOCK 3 , "FARM HILL NO . 6 " , seconded by <br /> Councilman Williams and carried on roll call vote . <br /> Proposal by "Land for People Organization " on " Citizens Development <br /> Program for Redwood Shores " . <br /> Mayor Keckley noted that the scheduled speakers would be given a <br /> limited period to make their presentations . <br /> Reverend Richard Bimson , First United Methodist <br /> Church , representing Joint Strategy and Action <br /> Committee of South San Mateo County , gave as his <br /> main reason for working with the "Land for People " <br /> his interest in seeing that decent housing was <br /> provided to everyone , regardless of income . He said <br /> that today more and more choice areas were bought <br /> and owned by people who could pay the price , which <br /> meant that others are forced into less desirable <br /> areas . This meant , he said , that it would have to <br /> be planned so that those who have advantages are <br /> either forced or induced to help to subsidize <br /> housing areas for those who serve them . <br /> Max Rice , 1756 Broadway , #8 , read from prepared <br /> text ( see City Clerk ' s file - Housing Concerns ) <br /> which described the "Land for People " as a <br /> project sponsored by the Presbyterian Synod of <br /> the Golden Gate whose concerns centered on <br /> issued of land use and the inadequate supply of <br /> low and moderate income housing . It was indi - <br /> cated that Redwood Shores afforded a rare oppor - <br /> tunity in that it was being built from the ground <br /> up , to provide Redwood City with a leadership role . <br /> Louis Knowles , Land for People Organization , with <br /> office at Hundson and James Ave . , spoke with <br /> reference to a number of recommendations offered <br /> in a written proposal for a development program <br /> for Redwood Shores ( for full text , see City Clerk ' s <br /> file - Housing Concerns ) . Among the proposals <br /> recommended were changes in financing the develop- <br /> ment , a limitation on the population projection , <br /> particularly with respect to preservation of <br /> Bair Island in undeveloped state , quality of <br /> development , providing varied residential oppor- <br /> tunities , commercial and industrial facilities , and <br /> adherence to recommendations of the Seismic Advisory <br /> Board . Also included were recommendations for firm <br /> policy of requiring avilability of land for definite <br /> ratios of low/moderate income housing . Photographic <br /> slides were presented illustrating existing examples <br /> of subsidized low and moderate income rental housing <br /> in other areas . <br /> Mr . Clifford Boxley , 2615 Fair Oaks Avenue , stated <br /> he worked in the anti -poverty program in Redwood <br /> City and commented briefly on a housing conference <br /> 9/18/72 <br /> Reg .
