He <br /> also felt that Redwood Shores offered an oppor- <br /> tunity to reverse the balance in terms of popu- <br /> lation development , segregation and quality of <br /> schools , and felt that social factors should be <br /> considered along with environmental factors . <br /> Mr . Clay Shank , 540 Compass Drive , President of <br /> Redwood Shores Homeowners Association , presented <br /> a prepared statement ( for full text , see City <br /> Clerk ' s file - Housing Concerns ) , which indicated <br /> that Redwood Shores meant to some a vital new community <br /> with much promise for some , while to others it meant <br /> an opportunity to tamper and experiment , an example <br /> of the latter being the report of the "Citizens <br /> Development Program for Redwood Shores " . The Homeowners <br /> Association felt that untested ideas be avoided , or <br /> certainly cautiously considered prior to any implemen- <br /> tation . His statement responded to seveal areas where <br /> the Association disagreed , one being Bair Island , for <br /> its commercial/industrial potential , enhancement of <br /> Port of Redwood City, and for its physical connection <br /> of Redwood Shores with the rest of Redwood City . <br /> Shoretown , it was felt , was best left to expert examin- <br /> ation by appropriate City agencies and the developer . <br /> Finally , it was recommended that Redwood City should <br /> not undertake to accept a disproportionate share <br /> of the County ' s burden if it is to assume a policy <br /> of subsidizing low and moderate income housing . <br /> Mrs . Pat Barrentine , 40 Carmel Lane , Committee <br /> for Green Foothills , spoke from a prepared state- <br /> ment ( for full text , see City Clerk ' s file - Housing <br /> Concerns ) , which responded to recommendations in the <br /> Land for People report . They felt the developer should <br /> be required to pay full cost of improvements . They <br /> questioned advisability of developing Bair Island , <br /> and therefore supported that recommendation in Land <br /> for People report . They had reservations about the <br /> development of commercial and industrial areas . <br /> They felt City Council should incorporate the <br /> recommendations of the Seismic Advisory Board into <br /> the City Code . Committee believed that the project <br /> should produce a balanced community , and that need <br /> for low income housing throughout Redwood City <br /> should be recognized . <br /> Mayor Keckley commended the Land for People group for its recommendations <br /> and felt they merited close study . <br /> Mr . Jim Cohn , 620 Stanford , read a printed flier <br /> of the Redwood City Housing Group , directed at <br /> Mobil Estates , suggesting they provide low and <br /> moderate income housing ( for full text , see City <br /> Clerk ' s file - Housing Concerns ) . <br /> Elton Richardson , 1707 Broadway , Board Member of <br /> Mid -Peninsula Citizens for Fair Housing, read a <br /> prepared statement ( for full text , see City Clerk ' s <br /> file - Housing Concerns ) , expressing strong support <br /> for the "Citizens ' Development Program for Redwood <br /> Shores " , and suggesting that Redwood Shores should <br /> include significant number of subsidized dwellings . <br /> Peter Sears , 1871 Cordilleras , indicated he felt <br /> the report was basically sound , and disagreed <br /> only with respect to leasing of industrial sites . <br /> He felt that individuals as well as groups should <br /> assume the responsibility for keeping the world <br /> clean, and recommended that sewage treatment <br /> plants be no less than tertiary , that disposals <br /> should not be made in the ocean , and that developer <br /> should be responsible for a complete recycling center . <br /> Dora Perry , Redwood Shores , spoke in opposition to <br /> the proposal , and expressed the belief that compar- <br /> ative low income housing already existed in Redwood <br /> Shores . <br /> 9/18/72 <br /> Reg .
