Councilman Henderson indicated additional content would be desirable such as done by Palo Alto , and asked that Staff submit a format between now and the end of the year , along with source of funds . Motion carried . (MINUTE ORDER #72 -193 ) Councilman Leipzig then commented on another of the concerns listed in her memorandum , stating that she could not accept the reason given by the County of security of the jail as sufficient for Council having been deprived of the use of the County building . Councilman Henderson concurred , but felt it was unrealistic to expect that the County would relocate the jail facilities . Council - man Norris believed that the course to be taken was toward having a Civic Center . Councilman Rhodes noted traffic congestion on Alameda de las Pulgas , between Hopkins and Brewster , and moved that curb parking be removed from Alameda between those streets . Mayor Keckley noted that this was part of the traffic circulation plan that Staff was working on . Councilman Henderson saw this as only one small segment of the problem and felt that it was wrong to attack the problem on a piecemeal basis . She felt it was necessary to have the patience to wait until there is a complete recommendation on complete traffic study being made . Motion died for lack of a second .
