Councilman Henderson felt that , rather than ask each of the cities for funds , Council recommend that the District itself contribute the additional $ 900 requested . 5 . Gary Doupnik , President , Peninsula Celebration Association , requesting permission to display a banner across Broadway in conjunction with the annual Christmas Holiday Children ' s parade on Saturday , December 2nd . Recommendation : Refer to Staff . Councilman Henderson moved to accept COMMUNICATIONS and recommendations , including the Council directive to communicate with the South County Garbage and Refuse Disposal District of Council ' s desire that the additional amount be contributed on behalf of the six cities , seconded by Councilman Leipzig and carried . (MINUTE ORDER #72 -197 ) City Manager introduced Mr . Richard Rivas , Urban Affairs Specialist under Intergrovernmental Personnel Act grant from HUD , under con- tract to assist the City in the area of housing problems . Councilman Norris advised that he had directed a memorandum to City Manager with respect to investigation of criticisms raised concerning Marine World . He indicated concern for the adverse publicity and hoped the record could be cleared up . City Manager responded that the committee ( appointed to periodically review facilities for land animals at the park ) was already looking into the matter .
