Councilman Keckley <br /> expressed strong opposition to Council taking a stand affecting <br /> decisions that should be made by the Federal Government , He <br /> felt the people had the right to express their views but that <br /> this was an exercise in futility . <br /> Frank DeSio , 703 4th Avenue , spoke at <br /> length about his activities in the <br /> " labor movement " since 1948 . <br /> Bob King, 67 Central , spoke in support <br /> of hearing the resolution , <br /> Andrew Bacigalupi , 3766 Farm Hill Blvd . , <br /> expressed opposition to consideration <br /> of the resolution , and felt it was <br /> non-constructive . <br /> Kathleen Mahany , 1026 Vera , stated she <br /> was a member of the Women ' s Committee <br /> to Defend the Right to Live , and was <br /> active in peace work since WW II . <br /> Mayor Bury reminded speakers that the motion was on the matter <br /> of whether the resolution was to be considered , <br /> Sam Du Kim stated he represented Veterans <br /> Against the War , whose main chapter was <br /> in San Francisco , and spoke further on <br /> the costs of the drug problem . <br /> Jane Franklin , 1050 Ringwood , Menlo <br /> Park , felt the only way to reach the <br /> Federal Government was through the cities . <br /> Motion was restated and carried on roll call vote , Councilman <br /> Henderson and Mayor Bury voting no . <br /> Panel on Environment <br /> 3 . We recommend an Environmental Quality Commission be established , <br /> Commission to be appointed by the City Council . The Commission <br /> should be charged with the responsibility of : <br /> Appearance <br /> Air Pollution <br /> Noise <br /> Water Pollution <br /> Recycling <br /> Future <br /> Councilman Henderson moved to refer the matter to Staff , seconded <br /> by Councilman Rhodes and carried , <br /> Panel on Economics : Industrial/Commercial <br /> 1 . General Economy : Inasmuch as the City of Redwood City is favored <br /> with a diversified industrial base , every effort should be made <br /> to maintain those industries presently contributing to the economy <br /> of the community and every effort should be made to attract select , <br /> suitable new industries and businesses that will provide greater <br /> employment opportunities for the residents of.
